DEFENSE MEDIA ACTIVITY (DMA)
PUBLIC DIGITAL ENGAGEMENT
VIRTUAL INDUSTRY DAY
FEBRUARY 10, 2021
POLICY
On June 24, 2020, the Deputy Secretary of Defense directed all Department of Defense (DoD) public websites be consolidated and managed under a single Defense Activity, the Defense Media Activity (DMA). On January 20, 2021, the Assistance Deputy Secretary for Public Affairs signed a Directive-Type Memorandum, Subject: DOD Public Web Program. The program office is currently awaiting a fully signed Directive- Type Memorandum and have been tasked with writing a Department of Defense Instruction that codifies this program.
BACKGROUND
The (DoD) uses websites to communicate information and effectively engage the American public. DMA provides DoD information through the web supporting DoD open government.
Content is authorized for release and then posted to public websites. DMA currently hosts approximately 1,000 public-facing websites for the Military Departments, Joint Staff and Combatant Commands, and Department of Defense Agencies and DoD Field Activities, including Defense.gov. A list of our customers can be located in the following link:

CURRENT STATE
Concurrently, the DMA public web American Forces Public Information Management System (AFPIMS) is built on a dotnetnuke Content Management System (CMS) with 40+ custom modules. The most important custom capability is the pull/push feature that allows site managers to curate content from any other website. DMA maintains and manages a Digital Asset Management (DAM) System that is access-controlled for the upload of media (still image, video, audio and graphics) with associated user-provided metadata. Users (access-controlled) submit metadata and can change the metadata of uploaded media, also known as digital assets.
The current DAM system holds more than three million individual assets and is expected to continue to grow exponentially: https://www.dvidshub.net/
DMA currently develops and hosts approximately 1,000 public websites. There are currently nearly 9,000 registered users that generate approximately 200 infrastructural changes (tickets) weekly and Defense Visual Information Distribution Service (DVIDS) has a couple million video information assets that support the CMS. These users are additionally provided online training for education and certification in accordance with DoD and individual military service regulations. The DAM and CMS are integrated with a variety of social media and other 3rd party platforms allowing users to automatically populate their YouTube, Apple Music, Spotify and other channels, as well as pull from YouTube to populate their public websites.

PURPOSE
DMA Public Digital Engagement program seeks future-looking, scalable capabilities and best practices to efficiently provide digital engagement services that ensure public availability of information through websites, hosting, and digital asset management functions. DMA is tasked with transitioning and hosting additional (estimate is excess of 2,500) DoD Public Websites, from fiscal year (FY) 2022 through FY2025, and then retaining all future hosting management responsibilities for the entirety of those and future DoD public websites. This increase includes DoD sites currently managed through other commercial or DoD provided, non-DMA programs.
DMA seeks a capability to provide low-tech users a cost efficient, high security, turn-key capability with automated migration that will allow the DoD to retain, manage, and deploy information to the public.
DMA will present a more detailed problem set to industry on February 10, 2021 and is confident that industry can respond with partial or full solutions, capabilities, and ideas to ensure that the DoD Public Web program is successful over the next 5+ years.
