This notice does not constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to notify potential offerors that the 65th Contracting Flight at Lajes Field, Terceira, Azores, Portugal intends to issue solicitation FA448620R0005, Combined Basic
Ordering Agreement. This announcement serves as the advance notice for this project. Responses to the synopsis are not required.
The North American Industry Classification System (NAICS) code for this acquisition is 236220, Commercial and Institutional Building Construction. The contractor will be required to furnish all labor, materials, tool, equipment, transportations, supervision and personnel necessary for roofing, demolition and paving operations as prescribed in the Technical Specifications, in accordance with
Lajes Facilities Excellence Standards and Construction Site Standards.
The Government intends to make multiple agreements for the Combined Basic Ordering
Agreement (BOA) for the tasks in roofing, demolition, and paving work throughout Lajes Air
Field, Azores, Portugal. These agreements shall remain in effect for a period of five years from the effective date or when the aggregate obligated task order value has reached $4,999,999.99, whichever occurs first. These agreements will contain price lists that will be utilized when task orders are solicited to create firm-fixed price contracts.
The selection will be made using lowest price technically acceptable procedures, in accordance
DoD Source Selection Procedures, 31 March 2016.
The solicitation as well as all notices/amendments will be posted to the Government Point of Entry located at http://beta.sam.gov and to the local chamber of commerce in Angra do Heroismo. The closing date, time for submission of offers, as well as the date and time for pre-proposal conference and site visit will be contained in the solicitation package.
Potential offerors are responsible for monitoring this procurement for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. All notifications and amendments will be disseminated in the same manner as the solicitation.
All contractors must be registered in the System for Award Management (SAM) or their proposal will not be considered. Contractors can obtain further information on the System for Award
Management (SAM) at web site https://www.sam.gov.

This contract is to be awarded and performed in Portugal. Therefore, the Government will be requiring a Construction Permit (“Alvara de Construcao”) to perform construction work in
Portugal.
THIS INFORMATION IS PROVIDED FOR INFORMATION ONLY. The contemplated contract is to be performed in Azores, Portugal. In accordance with (IAW), FAR 52.236-7 (modified IAW
AFFARS 5336.507), "Permits and Responsibilities" - The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government and political subdivisions laws, codes, and regulations applicable to the performance of the work. Also, IAW DFARS 252.225-7042, "Authorization to
Perform" - The Offeror has been duly authorized to operate and to do business in the country or countries in which the contract is to be performed.
