About this file

This document is a federal procurement specification for a stabilizer bar component (NSN Product Number 015544726) designated as a Critical Application Item. The specification establishes technical, quality, and cybersecurity requirements for offerors supplying this part to the Defense Logistics Agency (DLA).

The primary technical requirements include compliance with source-controlled drawings (Drawing NR 19207 and multiple reference drawings with specific revision dates), phosphate coating certification per NADCAP standards to MIL-STD-171, MIL-DTL-16232, and TT-C-490, and component qualification to specified QPL/QML standards. Offerors must provide qualified products from approved sources listed on source control drawings and may propose additional approved sources not currently reflected on the drawings. The specification prohibits Class I ozone-depleting chemicals and mercury-containing compounds (with limited functional exceptions), mandates export control compliance for ITAR/EAR technical data with JCP certification requirements, and requires CMMC Level 2 compliance for cybersecurity. Quality assurance provisions include first article testing with government fit, form, and function verification, inspection at the actual manufacturing facility, and sampling per MIL-STD-1916 or ASQ H1331. Approved suppliers identified include AM General LLC (part numbers 12506989 and 6028266) and Federal Mogul Corp Sub Wagner (part number SE664). The contractor must obtain Contracting Officer approval before manufacturing production quantities and must provide technical documentation, material certifications, process operation sheets, and test reports per DI-NDTI-80809B standards.
