SUBJECT: Solicitation No. FA489022R0013, Aircrew Training Device / Aircrew Training Aid Services
(ATA/ATD Recompete)
1. THIS 15 DAY SOLICITATION NOTICE IS FOR INFORMATION AND PLANNING
PURPOSES ONLY. DETACHMENT 9 (Det 9) ACC TRSS has requested AMIC manage an acquisition for Aircrew Training Device / Aircrew Training Aid (ATD/ATA) Services.
2. Solicitation FA489022R0013 is tentatively scheduled to be released on https://sam.gov/ on 22 March 2022, with a closing date of 22 April 2022.
3. Serviced Location: Det 9, Luke AFB, AZ
4. This will be a non-commercial, single award, firm fixed price level of effort (FFP-LOE) contract with cost reimbursable (CR) line items.
5. The applicable Product Service Code (PSC) is R499 and applicable North American Industry Classification System (NAICS) for this requirement is 541990 with a size standard of $16.5M.
Interested parties must be registered in the System for Award Management (SAM) under NAICS 541990.
6. The overall scope of this effort is a requirement for providing professional training services and products performed at Detachment 9 (Det 9), Air Combat Command (ACC) Training Support Squadron (TRSS), Luke Air Force Base (AFB), Arizona. Det 9 ACC TRSS provides training services and products to ACC and other United States Air Force (USAF) Major Commands and Department of Defense (DoD) agencies.
7. Contract Performance Requirements. The Contractor shall provide:
a. Furnish labor and management support.
b. Ensure services are tailored to satisfy specific customer requirements.
c. Plan, design, develop, implement, approve, administer, evaluate, and manage Air Force programs and system devices using the current policy, procedures, and guidance.
d. Develop products to support high risk, high visibility, just-in-time training on topics such as weapon system and subsystem familiarization, concepts of operations, mission planning, normal/abnormal procedures, and various forms of prerequisite and ancillary training events.
e. Provide professional guidance, troubleshooting, modifications, production, and solutions on all education and training matters such as, but not limited to, training policies and philosophies, training strategies, instructional system design (ISD) practices, test and https://sam.gov/

measurement, instructional product development, technology in education and training, ATA/ATD development and acquisition, and training program administration and management
f. Provide on-call life cycle maintenance services and support for ATDs/ATAs to include, but not limited to, repairs, upgrading/updating hardware and software, reconfigurations, modifications, relocations, and reinstallations.
g. Provide the Det 9/CC, or designated representative(s), status reporting and reviews for current, completed, and known future projects and taskings.
h. Maintain a task/project tracker and master schedule IAW Det 9/CC, or designated representative(s), direction.
8. Period of performance:
Phase-In (FY22) 1 Jun 22– 31 Jul 22 Base Year (FY22-23) 1 Aug 22 – 31 Jul 23 Opt Year 1 (FY23-24) 1 Aug 23 – 31 Jul 24 Opt Year 2 (FY24-25) 1 Aug 24 – 31 Jul 25 Opt Year 3 (FY25-26) 1 Aug 25 – 31 Jul 26 Opt Year 4 (FY26-27) 1 Aug 26 – 31 Jul 27
9. Set Aside Status: N/A This acquisition will be solicited Full and Open.
10. The Government will host a tour of the facilities at TRSS Det 9, Luke AFB, AZ. This tour will be held on 31 Mar 22 from 0900-1100 MT. Offerors are limited to two (2) attendees per prime contractor. Further information and instructions will be sent at a later date.
11. If your firm is capable of providing the requirements described in this synopsis notice, please provide the following to the points of contact for this synopsis by 18 Mar 22:
