The United States Air Force through Air Force Life Cycle Management Center (LCMC), Tinker AFB 73145 is contemplating the T-6 Avionic Replacement Program (ARP). This effort will replace/install components impacted by Diminishing Manufacturing Sources and Material Shortages (DMSMS) and modify the fleet of 442 T-6A operational trainer aircraft, one (1) T-6A Test Aircraft (located at Textron Aviation Defense) and one (1) T-6A Static Display (SD). ARP will also upgrade of Ground Based Training Systems (GBTS) - Aircraft Training Devices (ATDs) which includes twenty-six (26) T-6A Operational Flight Trainers (OFT), twenty-nine (29) T-6A Instrument Flight Trainers (IFT), nineteen (19) T-6A Unit Training Devices (UTD), six

(6) T-6A Egress Procedure Trainers (EPT) and six (6) T-6A Ejection Seat Trainers (EST). ARP upgrades will improve reliability and availability while reducing system sustainment and DMSMS costs via a modern, integrated, open-system avionics suite that is better suited to address evolving pilot training strategies.

The Government anticipates soliciting this requirement as a Small Business Set-Aside.

17. Description:

(a) National Stock Number (NSN) if assigned:

The original equipment manufacturers are Textron Aviation Defense and FlightSafety International.

(j) Duration of the contract period.

The period of performance (PoP) will begin on the day of contract award for a four (4) year Basic period and three (3) year Option period for a total of seven (7) years, if the Option period is exercised. Six (6) months Extension of Services is also included in this contract.

(k) Sustainable acquisition requirements (or a description of high-performance sustainable building practices required, if for design, construction, renovation, repair, or deconstruction) (see parts 23 or 36).

(l) For a proposed contract action in an amount estimated to be greater than $25,000 but not greater than the simplified acquisition threshold, enter—

A technical data package will not be furnished as the Government does not own the technical data for this effort.

18. Place of Contract Performance:

Place of Contract Performance will include Government and Contractor’s facility as defined on each Contract Line Item Number.

20. Ombudsman:

OMBUDSMAN (OCT 2019) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the http://www.sam.gov/ https://www.sam.gov/ source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.

Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).

The ombudsman has no authority to render a decision that binds the agency. Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the contracting officer.
