The Department of Interior (DOI), Interior Business Center (IBC), Acquisitions Services Directorate (AQD) in support of the Office of Aviation Services (OAS) intends to solicit for On- Call Fixed Wing Flight Services as follows:
DESCRIPTION
This is a Pre-Solicitation Notice Only. Proposals are not being requested at this time.
The DOI OAS intends to issue multiple Blanket Purchase Agreements (BPA), known as the Aircraft Rental Agreement (ARA), for fully Contractor operated and maintained on-call fixed wing flight services in support of numerous DOI and non-DOI customers throughout the Continental United States, and in limited capacity in Alaska. The DOI has historically required an inventory of various aircraft types and capabilities located throughout the lower 48 states that are pre-approved and inspected by DOI and capable of accepting on demand aircraft orders. Mission may include point-to-point flights, aerial survey, animal tracking, law enforcement, and other administrative and natural resource activities. The Government will direct aircraft to support its missions and objectives.
All contractors shall maintain the appropriate Airworthiness Certificate IAW 14 CFR Air Carrier Certificate and Operating Certificate, a Federal Aviation Administration (FAA) Part 135 Certificate, and all equipment required by the contract must be FAA-approved and inspected by OAS. The contractor is responsible for and must comply with all laws and regulations, and otherwise have or obtain all needed licenses, permits, and certifications, including, but not limited to, those necessary for the carriage of persons or property within the United States. The acceptable minimum aircraft requirements are based on the Government’s minimum need to perform the work outlined in the specifications.
This acquisition will be accomplished in accordance with Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation, Part 13, Simplified Acquisition Procedures, and Part 12, Acquisition of Commercial Products and Commercial Services. The Request for Proposals will be solicited as a 100% small business set-aside, under NAICS code 481211, Nonscheduled Chartered Passenger Air Transportation. The anticipated issue date of the solicitation is August 8, 2022 with a projected closing date of September 7, 2022. It is a requirement that all vendors be registered in the System for Award Management (SAM) at the time of proposal. The solicitation will be posted under Contract Opportunities at www.SAM.gov.
The anticipated contract period will be from January 1, 2023 through December 31, 2027.
