Provide DOE advice and solutions where performance improvement can be achieved.

· Assessing BNI and WTCC activities and programs to provide DOE confidence that the WTP will be efficiently and safety commissioned. Provide DOE advice and solutions where performance improvement can be achieved.

· Initial work will be focused on: 1) ORP organization and roles and responsibilities to provide oversight of the contactors work to commission WTP, 2) ORP strategy to oversee the Contractor’s commissioning and readiness scope, 3) Contractor strategy for commissioning and achieving readiness for hot commissioning, and 4) viability of the Contractor’s schedule given project and programmatic risks.

TTPS will provide expert technical support to the Assistant Manager WTP Startup Commissioning and Integration. This support will provide exclusive professional assistance which is essential in making and implementing decisions to be relied upon by DOE’s senior leadership and will be used for obtaining subsequent support and approval via the approval process established and required by DOE’s Washington DC headquarter staff and professional experts.

· TTPS has proven experience and skill directly to the Assistant Manager Waste Treatment Plant Start-Up and Commissioning (AMWSC) and Deputy Site Manager of ORP during multiple reviews and during performance as the Salt Waste Processing Facility (SWPF) startup manager during the AMWSC four month detail to the SWPF at the DOE Savanna River Site.

Due to the unique nature of the above requirements and required demonstrated specific expertise, DOE ORP does not know of, and has not solicited other sources. This notice is not a solicitation for proposals, and none will be accepted. However, DOE-ORP invites interested small businesses to submit a Statement of Capability for DOE-ORP review.

The length of this procurement is estimated at four years with an estimated cost of $243,000/year for an estimated total of $972,000.00.
