Federal Highway Administration Synopsis 693JJ326R000001

Title: “Highway Infrastructure Engineering and Research Data Services (HIERD)”

This Synopsis is issued in accordance with FAR Part 5.203 in response to the mandatory requirement for a 15-day pre-solicitation notification. The purpose of this Synopsis is to announce the Federal Highway Administration’s (FHWA) intent to issue a solicitation as a Competitive Small Business Set-Aside to procure the services of an Offeror for “Highway Infrastructure Engineering and Research Data Services” pursuant to FAR Part 19.2.

FHWA intends to award 1 (one) single-award Indefinite Delivery/Indefinite Quantity (ID/IQ) contract to successfully carry out the technical support services detailed in the Statement of Work (SOW). The anticipated period of performance shall not exceed 60 months for the ID/IQ contract.

BACKGROUND/OBJECTIVE

The Federal Highway Administration (FHWA) has a requirement for non-personal engineering and technical services to support research activities of FHWA’s Office of Infrastructure Research and Development located at the Turner-Fairbank Highway Research Center (TFHRC) in McLean, Virginia. The Office of Infrastructure Research and Development (HRDI) conducts and oversees research and development programs and projects that address critical highway infrastructure needs and priorities of national importance. The Long-Term Infrastructure Performance (LTIP) team within HRDI conducts research and development activities aim at improving the performance of highway infrastructure assets through execution of long-term research programs, generating robust data and developing technical knowledge. These efforts lead to more efficient design, construction, rehabilitation, maintenance, preservation, and management of these assets. The LTIP programs include the Long-Term Pavement Performance (LTPP) Program and the Long-Term Bridge Performance (LTBP) Program. These programs, collect and assemble critical data to improve infrastructure design and deepen understanding of highway performance. The resulting data, knowledge and engineering tools are made accessible through the FHWA InfoHighway™ data portals (https://infohighway.fhwa.dot.gov).

FHWA InfoHighway is a comprehensive online resource providing centralized access to a vast array of transportation-related information. FHWA InfoHighway plays a pivotal role in providing readily accessible, analysis-ready, research-quality infrastructure performance data. It supports FHWA’s research, State departments of transportation engineers, researchers, and the public by offering a wealth of transportation and highway infrastructure data, documentation, research findings, and advanced analytical tools and visualization features.

The research areas and data include the following:

• FHWA LTPP program and related data.

• FHWA LTBP program, National Bridge Inventory (NBI), National Bridge Elements (NBE), emerging data defined by the Specifications for the National Bridge Inventory (SNBI), and other related data.

• FHWA Pavement Testing Facility (PTF) and related data.

• Other FHWA highway infrastructure research and materials testing data and technical knowledge.

The following provides an overview of the current FHWA InfoHighway data portals:

LTPP InfoPave™ data portal is the centralized gateway to the LTPP data and knowledge and has been used by thousands of pavement engineers and researchers worldwide to advance pavement engineering. LTPP InfoPave provides streamlined access to over 35 years of data from more than 2,500 LTPP test sections. Offering a comprehensive, research-quality dataset, InfoPave empowers researchers to investigate the underlying factors influencing pavement performance.

In addition to raw and summary data at the test section level, the portal features advanced tools for data selection, visualization, and analysis, enabling users to create customized datasets and summary reports. LTPP InfoPave also provides analysis-ready datasets (ARDs) for all test sections—ensuring users work with accurate and robust data, saving significant time on data preparation, and enabling more efficient research that generates meaningful and reliable results.

LTBP InfoBridge™ data portal offers an intuitive platform for accessing, visualizing, and analyzing performance data for over 600,000 bridges nationwide. The portal features a comprehensive suite of analytics and engineering tools, enabling users to visualize data, conduct asset valuation, access bridge performance forecast models, analyze bridge condition ratings, and review historical changes in design specifications. It supports storage, retrieval, and analysis of data collected through FHWA LTBP Program, states and federal agencies, and tribal governments. The portal includes datasets from NBI, NBE, and additional research studies, empowering holistic bridge performance assessment at both network and individual bridge levels. FHWA is transitioning data reported to the NBI from the legacy Recording and Coding Guide for the Structure Inventory and Appraisal of the Nation’s Bridges (Coding Guide) to the Specifications for the National Bridge Inventory (SNBI). This transition will require the development of new database systems and introduce more detailed and expanded data elements, enhancing future reporting and analysis within LTBP InfoBridge.

FHWA InfoPTF™ provides a centralized access to curated datasets from the PTF located at TFHRC, which enables full-scale accelerated pavement testing in a controlled environment to evaluate long-term pavement performance. Designed to support holistic, practical research goals, InfoPTF makes valuable data readily available to engineers, researchers, and stakeholders to advance pavement durability and performance. Future annual updates will expand datasets, analysis, and visualization features, building on current available features such as data access, PTF structure exploration, and construction timelapse and visual documentation.

FHWA InfoMaterials™ data portal provides public access to data, documentation, and results from highway infrastructure research collected by FHWA, states, and national efforts. Offering storage, retrieval, and visualization tools, the portal currently features 14 unique datasets covering topics such as pavement deflection, friction, asphalt binder performance, and concrete technology. These resources support material performance evaluation, improved pavement design, research, and informed decision-making for highway infrastructure.

FHWA InfoTechnology™ data portal was developed to disseminate technical knowledge on Non-Destructive Evaluation (NDE) technologies for the assessment of highway infrastructure systems and components. This problem-focused tool assists users in identifying and utilizing recommended technologies for the non-destructive evaluation of bridges, pavements, and tunnel components, as well as for detecting and locating underground utilities.

The main objective of this contract is to deliver highly specialized engineering services, including expertise in pavement, bridge, and other highway infrastructure engineering as well as data management, data analytics, and web application development. The Contractor shall furnish the necessary qualified personnel, facilities, equipment, materials, and supplies not otherwise provided by the Government, to perform activities set in the following task areas:

• Data Quality Control: Perform quality control and quality assurance of highway infrastructure research data collected in the field and produced in engineering laboratories. Clean and process the data into research-quality information to be used in nationwide research studies that improve the design, construction, rehabilitation, and management of highway infrastructure assets.

• Data Lifecycle Management: manage the entire lifecycle from the point of data intake including validation, integration, storage, distribution and archiving for all existing information management systems consisting of highly technical databases, data warehouses, metadata, etc.

• Data Visualization: Develop visualization techniques that enable engineers and research scientists to readily understand and make use of the vast amount of infrastructure research data that is generated by FHWA and other transportation research entities.

• Data Augmentation: Periodically, add new validated research data sets to the FHWA InfoHighway data portals as appropriate.

The Contractor shall provide personnel with special qualifications for subject matter expertise and provide individual resumes for those people proposed to be assigned to work under the contract. Resumes must provide sufficient description of prior work experience and education or training to adequately perform the work anticipated.
