The Department of the Interior, Bureau of Reclamation, Region 10 - California-Great Basin

Region Acquisitions Office, Sacramento, CA intends to issue a solicitation for a large construction project, Trinity River Division GSU Transformer Replacement.

The solicitation will include a liquidated damages clause, as well as a requirement for bid, performance, and payment bonds. The performance period is estimated to be 2920 calendar days to complete. The place of performance is located at Spring Creek Powerplant approximately 6 miles northwest of Redding, CA, in Shasta County; at Judge Francis Carr Powerplant approximately 12 miles northwest of Redding, CA, in Shasta County; and at Trinity Powerplant approximately 30 miles northwest of Redding, CA, in Trinity County. Information pertaining to site visits of the work site will be addressed in the solicitation.

The acquisition will be issued as a Request for Proposal (RFP) in accordance with FAR Part 15.

The RFP will be issued on or about June 7, 2024, with proposals due on or about September 9, 2024. The anticipated award date is on or about December 2, 2024.

This procurement is unrestricted; all responsible sources may submit an offer for consideration by the agency. The Government anticipates awarding a firm fixed price contract to the contractor whose proposal represents the Best Value to the Government.

The applicable North American Industry Classification System (NAICS) Code is 237130, Power and Communication Line and Related Structures Construction. The Small Business size standard for this code is $45 Million. This notice is not a request for offer and the information presented in this announcement will not obligate the Bureau of Reclamation in any manner.

The estimated cost of this project is between $35 Million and $50 Million.

The U.S. Bureau of Reclamation is posting a synopsis for a construction contract to supply and install nine (9) single-phase, outdoor, step-up transformers with the following characteristics:

• Three (3) at a rating of 41/55/68 MVA, 55-degree rise, 900kV BIL, and insulated with synthetic ester fluid.

• Three (3) at a rating of 35/47/58 MVA, 55-degree rise, 900kV BIL, and insulated with synthetic ester fluid.

• Three (3) at a rating of 30/40/50 MVA, 55-degree rise, 900kV BIL, and insulated with synthetic ester fluid.

Installation will occur over three different outage periods each separated by one year, one bank of three per outage period.

PRINCIPAL COMPONENTS OF WORK ARE AS FOLLOWS:

• Supply (manufacture, factory test, and transport) three (3) Generator Step-Up

(GSU) power transformers for in-service operation at each power plant.

• Remove and dispose of three (3) GSU power transformers from in-service operation including high voltage surge arresters at each power plant.

− Recycle or dispose of existing insulation fluid.

− Remove and dispose of existing asbestos wiring.

− Install and commission three (3) GSU power transformers for in-service operation including high voltage surge arresters at each power plant.

− Modify existing isolated phase bus for connections to new transformers.

− Furnish and install seismic anchorage systems for new transformers.

The RFP will be issued via electronic posting on the Government-wide point of entry (GPE) webpage, sam.gov (formerly fedbizopps). Hard copies of the RFP will not be issued. It is incumbent upon contractors to monitor sam.gov for the release of the RFP, specifications, drawings and all subsequent amendments.

Offerors MUST be actively registered in the System for Award Management (SAM) database at http://www.sam.gov and obtain a Data Universal Numbering System (DUNS) number to be eligible for award.
