INTRODUCTION
The Naval Air Warfare Center Training Systems Division (NAWCTSD) intends to award a sole-source contract for the cleaning of mirror systems for the E-2C Operational Flight Trainer (OFT) 2F110 and C-2A OFT 2F168-2. The anticipated awardee is Flight Safety International, Visual Systems (CAGE code 1FF30), of Austin, Texas (“FSI-VS”). The high degree of skill necessary to execute this requirement rests solely with FSI-VS as the equipment manufacturer having knowledge of the operating environment. No solicitation documents are available. This notice of intent is not a request for offers. This synopsis is to meet the requirement of FAR 5.201(b)(1) and to illustrate the Government’s intention to award a sole-source award to FSI-VS.
Requirements The scope of work includes the following categories related to the mentioned cleaning of mirror systems:
· Provide management, tools, supplies, equipment, and labor necessary to complete the effort.
· Remove dust and dirt particles, oils, and fingerprints from the surface of the mirrors during the wet cleaning phase.
· Apply a sealant to the mirrors as a haze prevention measure.

PROGRAM BACKGROUND
The E-2C OFT at Point Mugu has degrading visual display system mirrors that are the main presentation of the visual scene for training. These mirrors were originally procured in support of the E-2C OFT Comprehensive Upgrade Program (CUP) from FSI and were last cleaned by FSI in 2019 after complaints about haziness and minor areas of corrosion. In addition, the equivalent C-2 OFT mirror display exhibits similar discrepancies with more surface diminishing features, which require wet cleaning and sealing. Each of these mirrors segments are highly susceptible to corrosion and protective coating damage when environmental specifications go unmet. The pertinent operating environments are such that humidity and optimum temperatures cannot be maintained and funding has never been provided to complete necessary repairs or upgrades to the training facility. This action will fund an effort to wet clean all mirror segments and then apply a more modern sealant.
SPECIAL REQUIREMENTS
Any resulting contract shall be compliant with the specialty metals restriction of the Berry Amendment in accordance with DFARS clauses 225.7003 and 252.225-7009, inclusive of Class Deviations 2008-O0002, unless an exception applies.

The applicable NAICS code for this requirement is 333310. The Product Service Code (PSC) is 6910.
SUBMISSION DETAILS
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Any interested party and respondent must submit a Statement of Qualifications to demonstrate their ability to provide the requirement listed above to the Government's needs within the required response time. Additionally, any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. No reimbursement for any cost connected with providing capability information will be provided. This synopsis is for informational purposes only. Submissions must be sent by email to Mr. La’Venji Daniels at lavenji.j.daniels.civ@us.navy.mil in a format compatible with MS Word no later than 3 p.m. Eastern Time on July 30, 2024.
If no written challenge to this synopsis results, a sole-source contract action will ensue. If conducted as a sole-source procurement, a separate synopsis will not follow. This synopsis will satisfy the intent of the requirements under FAR 5.201 and 5.204.
Verbal submissions via phone will not be honored. Information and materials submitted in response to this request WILL NOT be returned. Classified material SHALL NOT be submitted.
