PRE-SOLICITATION NOTICE:

Project Description: The National Park Service, NEKOTA Major Acquisition Buying Office (MABO) intends to issue a Request for Quote (RFQ) for work to provide all labor, equipment, and material to remove the old inoperable valves and subsequent hardware at two lift stations within the Cedar Pass Campground at the Badlands National Park. All valves and hardware removed from the valve pits, will be disposed of park property by the contractor. The valve pit, remaining pipe and hardware within the pit will then be cleaned, all fluids will be removed from the pit and properly disposed of. The contractor will then be supplying and installing four new, four-inch gate valves, along with their new support frames, check valves (4), Stainless Steel Hardware (including but not limited to: bolts, nuts, washers, lock washers, and gaskets), and piping (including but not limited to: flanges, 90-degree elbows and cross pieces) necessary for operations. All valves and hardware will be compatible with the current system existing in the valve pits. The contractor will also install all the appropriate attachments including, new floats, new blind flanges, and gaskets in association with the gate valves and new check valves to ensure that the system operates at appropriate levels. After all parts are installed, the contractor will then do an operations test and pressure test to insure proper operation. All valves and hardware will be compatible with the current system existing in the valve pit installed in 1999.

TYPE OF CONTRACT: Firm Fixed Price. Construction Wage Rate Requirements for Interior SD will apply.

LOCATION: Badlands National Park, Interior South Dakota. 20633 SD HWY 377, Interior SD 57750

MAGNITUDE OF CONSTRUCTION: Between $25,000 and $100,000.

NAICS CODE: The associated NAICS is 237110 Water and Sewer Line and Related Structures Construction. The small business size standard is $45M.

IMPORTANT NOTICE: New size standards were updated effective March 2023. Businesses registered in System for Award Management (SAM.gov) must update their SAM registration in order to have their small business status updated based on the new size standards. SAM profiles will continue to display the small business status under the old size standards until SAM registration is updated.

NOTICE OF SET ASIDE: This project is set-aside for a Total Small Business

SCHEDULE: The government anticipates that work will be completed in 60 days. The final performance start date is contingent on issuance of Notice to Proceed.

SITE VISIT: A site visit date, time, and meeting location will be announced in the solicitation. Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirement and conditions that may affect the cost of the project, specifications, and performance.

The government intends to issue a formal Solicitation with construction specifications and/or drawings on or about May 17. If this date is delayed, the solicitation will follow as soon as possible. This is a PRELIMINARY NOTICE of a solicitation that will follow. The responses will be due approximately 30 days after the RFQ issue date, on/about June 17, 2023. The specific date and time will be announced in the solicitation that will follow this notice.

The RFQ package, including applicable attachments will be posted http://www.sam.gov. No hardcopies or email copies of the solicitation will be provided.

In order to be awarded a contract, an offeror must have an UEI number. Also, the offeror must be registered and active in the System for Award Management (SAM), website at http://www.sam.gov, and have completed their Online Representations and Certifications at the time of the solicitation close date once the solicitation is posted.
