About this file

This document is a Synopsis for a federal procurement for a BTS-Solar-1901 Spectroradiometer. NOAA's contracting office in Boulder, CO intends to award a sole source, firm-fixed price purchase order to Gigahertz-Optik Inc for one UV Spectroradiometer valued at $66,000. The solicitation is set aside for a small business and has a closing response date of 19 September 2025, with an expected delivery date of 31 December 2025.

The spectroradiometer must have specific technical capabilities, including measuring solar UV light with precise spectral resolution for deriving total column ozone, with requirements such as 2048 pixels, pixel resolution of 0.14nm/Pixel, temporal resolution of 0.1-6000ms, and integration times from 2μs to 60s. The instrument must demonstrate an overall mean bias of measured total ozone not more than 1% when compared to calibrated Dobson or Brewer spectrophotometers. The government will negotiate directly with Gigahertz-Optik under FAR 13.501, with the contract to be performed in Boulder, CO.

(16) Description:

This procurement is for one (1) UV Spectroradiometer for continuing and enhancing the long-term monitoring of ozone into the future. The Government intends to negotiate directly and award one (1) firm-fixed price purchase order with a total value of $66,000.00. The expected delivery date is 31 December 2025.

Supporting rationale. Only one source or brand name is reasonably available as detailed below: The Gigahertz-Optik BTS-Solar-1901

UV Spectroradiometer is the only known product capable of meeting the requirement. The spectroradiometer must be capable of measuring solar UV light with spectral resolution that can be used to derive total column ozone. It also must measure spectral irradiance, irradiance, peak wavelength, and center wavelength with a minimum of 2048 pixels with a pixel resolution of not more than 0.14nm/Pixel; Temporal resolution or measurement time of 0.1-6000ms; and integration times ranging from 2μs up to 60s. The instrument must show that it can achieve (with more than one peer reviewed article) an overall mean bias of measured total ozone not more than 1% when compared to fully calibrated Dobson or Brewer spectrophotometers.

The proposed contract action is for equipment for which the Government intends to solicit and negotiate with only one source under authority of FAR 13.501. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, any firm that believes it can meet this requirement may provide written notification to the Contracting Officer. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.

Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

(17) Place of Contract Performance: Boulder, CO

(18) Set-aside Status: This Government intends this procurement to be a sole source award to a small business.
