About this file
This document is a synopsis for Graphitization and High Precision Accelerator Mass Spectrometry Measurement Services issued by NOAA's contracting office in Boulder, Colorado. The procurement seeks research-quality graphitization and high-precision Accelerator Mass Spectrometry (AMS) 14C radiocarbon measurements of carbon dioxide extracted from atmospheric air samples, specifically for the Indianapolis Flux Experiment/Northeast Corridor Urban Test Bed program. The government intends to award a sole-source, firm-fixed price purchase order to the New Zealand Institute of Earth Sciences (GNS) for $90,000, with a performance period from 30 September 2025 to 29 September 2026.
The synopsis emphasizes GNS's unique qualifications, including their demonstrated capability to perform high-precision 14C measurements with within-wheel consistency, ability to analyze small samples without bias, and long-term measurement accuracy for INFLUX/NEC air samples. The procurement is not a competitive solicitation, and while other firms may express interest, the government retains discretion to proceed with the sole-source award to an other-than-small business. The contract will be performed in Lower Hutt, New Zealand, and the closing response date is 2 September 2025.

(16) Description:
This procurement is for Graphitization and High Precision Accelerator Mass Spectrometry Measurement Services. The requirement is to provide research quality graphitization and high precision Accelerator Mass Spectrometry (AMS) 14C (radiocarbon) measurements of carbon dioxide (CO2) extracted from atmospheric air samples, as part of GML’s requirements associated with the Indianapolis Flux Experiment/Northeast Corridor Urban Test Bed program.
The Government intends to negotiate directly and award one (1) firm-fixed price purchase order with a total estimated value of $90,000.00. The expected period of performance is 30 September 2025 to 29 September 2026.
Compatibility to existing systems or equipment - The required supplies must be compatible in all aspects (form, fit, and function) with existing systems or equipment, and the source is uniquely qualified to meet the requirement. GNS has a demonstrated capability to perform high precision 14C measurements. In particular, GNS has demonstrated a capability of within-wheel consistency that allows determination of carbon dioxide (fossil fuel) in these samples within +/- 0.7 ppm, and the ability to analyze the smallest samples without bias. GNS has a team that is very experienced in this field, and has measured all the previous samples for this project. Most importantly, GNS has demonstrated long-term consistency in the accuracy of their measurements for the INFLUX/NEC air samples. Known small biases (i.e.
problems with accuracy) between laboratories mean that using a different laboratory for part of the sample set would compromise the quality of the long-term record.
The proposed contract action is for equipment for which the Government intends to solicit and negotiate with only one source under authority of FAR 13.501. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This synopsis is not a request for competitive proposals. However, any firm that believes it can meet this requirement may provide written notification to the Contracting Officer. A determination by the Government not to compete this proposed contract based upon responses to this synopsis is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
(17) Place of Contract Performance: Lower Hutt, New Zealand
(18) Set-aside Status: This Government intends this procurement to be a sole source award to an other than small business.
