About this file

This document is a Synopsis for an OMICS DNA Sequencing contract issued by NOAA's Atlantic Oceanographic and Meteorological Laboratory (AOML). The contract is a sole-source procurement with Novogene for genomic and transcriptomic sequencing services, with an estimated value of $35,000 and a performance period from 30 September 2025 to 29 September 2026. The solicitation seeks deep-sequencing of prepared genomic and transcriptomic libraries, with a closing response date of 15 September 2024.

The synopsis highlights Novogene's unique capabilities, including rapid MiSeq and NovaSeq X sequencing, proximity to AOML in Miami (reducing sample transportation risks), and prior experience processing coral genomic samples. The government intends this to be a firm fixed-price contract without a small business set-aside. The metatranscriptomic and metagenomic sequencing will provide insights into coral microbiome and pathobiome, potentially advancing coral disease diagnostic methodologies. Interested parties may submit written notifications of capability to the Contracting Officer, though the government retains discretion on competitive procurement.

(16) Description:

(17) This request is for the initiation of a contract to complete genomic and transcriptomic project deliverables, and to support NOAA AOML’s Omics initiatives. Conduct deep-sequencing of prepared genomic and transcriptomic libraries.

The expected period of performance is 30 September 2025 to 29 September 2026. The Government anticipates a firm fixed price contract with an estimated value of $35,000.00.

Supporting rationale. Only one source or brand name is reasonably available as detailed below:

Novogene offers rapid MiSeq and NovaSeq X sequencing of prepared genomic and transcriptomic libraries. Using a vendor local to Miami allows AOML to rapidly sequence samples that are critical to high-value and time-sensitive projects, as well as graduate student timelines. Utilizing Novogene will reduce chances of sample loss and degradation when shipping. Samples are able to be transported from AOML to the facility in a 15-minute car ride, with samples dropped off and stored correctly immediately. This is a large benefit as these samples are irreplaceable (experiments cannot be repeated), and library preparation has already invested thousands of dollars into these samples. Sequencing times are also must faster from sample drop off to data delivery relative to other sequencing providers, on the order of two to four weeks (versus months, as is common elsewhere). Additionally, the Novogene has processed genomic and transcriptomic libraries prepared from coral samples in the past. Finally, the metatranscriptomic and metagenomic sequencing approach will provide far deeper insights into the microbiome and pathobiome of corals. These will lay the basis for improving coral disease diagnostic methodologies which will place AOML at the forefront of this kind of research.

The proposed contract action is for equipment for which the Government intends to solicit and negotiate with only one source under authority of FAR 13.501. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, any firm that believes it can meet this requirement may provide written notification to the Contracting Officer. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.

Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

(18) Place of Contract Performance: Miami, FL

(19) Set-aside Status: This Government intends this procurement to be a sole source award with no small business set aside.
