FEDERAL BUSINESS OPPORTUNITIES ANNOUNCEMENT
PRESOLICITATION NOTICE SOLICITATION 140D8121R0006
The Department of the Interior, Interior Business Center (IBC), Acquisitions Service Directorate (AQD) in support of the Bureau of Land Management (BLM), intends to solicit for exclusive use of type II (medium) rotary-wing aircraft services at Ft. Wainwright (Fairbanks), Alaska as follows:
DESCRIPTION
This is a Pre-Solicitation Notice Only. Proposals are not being requested at this time. The Department of the Interior, Bureau of Land Management, has a requirement for one (1) contractor operated and maintained type II rotary-wing aircraft for exclusive use flight services to transport personnel and/or cargo in support of fire and resource management activities and other interagency Government work. The Contractor shall provide aircraft, personnel, and all other associated equipment as prescribed in the solicitation. The Government plans to provide fuel while the aircraft is in Alaska; however, if DOI requires the reposition of the aircraft to the lower 48 contiguous states during the EU period, the Contractor must provide fuel, a fuel servicing vehicle, and a fuel truck driver while working in the lower 48. The aircraft shall be turbine powered, accommodate seating for nine (9) insured passenger, not including pilot, but including copilot seat in an aircraft usually single pilot-operated. The aircraft shall have non-jettisonable payload (HOGE) of 1,650 pounds at 25 degree C at 7,000’ pressure altitude using a pilot weight of 200 pounds, a 35-pound survival kit and fuel for 1.9 hours. The internal auxiliary fuel tank must hold at least 90-gallons. Landing Gear shall be skid type, extended. Other requirements include a Primary and Relief Crew, Aircraft Servicing Vehicle with mechanic, and Refueling Vehicle with operator. Environmental conditions during the exclusive use period will vary with snow packed, gravel and other prepared and unprepared runways.
There will be one (1) solicitation. The Government anticipates awarding one (1) Indefinite Delivery Indefinite Quantity (IDIQ) firm fixed unit price contract. The contract will have an estimated five-year ordering period from 1 May 2022 through 30 Apr 2027. Once evaluations are complete, the exclusive use (EU) period for each year is estimated to occur for 90 calendar days, 22 May – 18 Aug.
The anticipated issue date of the solicitation is 23 Jul 2021 with a projected closing date of 23 Aug 2021.
Soloy Helicopters, Inc. is currently providing services under contract D17PC00291. The existing contract has been performing for approx. five-years to date, valued at nearly $6M.
The Contractor shall possess a Federal Aviation Administration (FAA) Air Carrier Certificate which authorizes the Contractor to operate in the category and class of aircraft and under flight conditions required by this contract (e.g., airplane, multiengine, visual flight rules (VFR) day and night, instrument flight rules (IFR), passengers, and cargo).
Specific certifications will be outlined in Section B of the solicitation. The contract aircraft must have a Standard Airworthiness Certificate and have engineering support for continued airworthiness from the current type certificate holder or supplemental type certificate holder. Installation of any equipment required by this contract must be FAA approved.
This acquisition will be accomplished in accordance with FAR Part 12, Acquisition of Commercial Items, and FAR Part 15, Contracting By Negotiation. This Request for Proposal will be solicited as a total small business set-aside, using NAICS 481211, which has a small business size standard of 1,500 employees or less. It will be a requirement that the successful awardee be registered in the System for Award Management (SAM) at time of proposal. The subsequent solicitation will be posted on SAM.gov under Contract Opportunities.
