PRE-SOLICITATION NOTICE

SYNOPSIS

The following is only a pre-solicitation notice, not a formal solicitation Request for Proposal.

The Department of the Interior-National Park Service (NPS), ConOps East intends to issue a Request for Proposals (RFP) to award a firm fixed price construction contract to replace the existing nature trail boardwalk structure with a new 1033 ft long by 6 ft wide elevated boardwalk, including three integrated seating areas equipped with benches and wayside exhibits. The project will enhance accessibility and safety while preserving the site's natural beauty and historical integrity. The current boardwalk has gone through numerous repairs this year due to rotted lumber. Several posts, joists, crossbeams have been replaced to keep the boardwalk open and accessible. The natural trail is located at the Fort Matanzas National Monument (FOMA), 8635 A1A S, St. Augustine, FL 32080.

The work as described in the project specifications will conform part of the solicitation. This requirement is being prepared per FAR Part 36, Construction Contracts, and will be solicited as a Woman-Owned Small Business Set-Aside.

The solicitation including all bid documents, will be posted on SAM.gov on or around May 25, 2026. If you have any registration questions, please call the SAM.gov help desk at (866) 606- 8220. This solicitation and any amendments will be issued electronically only; no hard copies of the solicitation will be mailed or issued. To receive the solicitation package, you must download it from SAM.gov. It is the contractor's responsibility to check the internet site daily for any posted changes to the solicitation. Contractors must be registered in SAM-System for Award Management to receive contract awards. A site visit will be conducted to which contractors are strongly advised to attend.

CAUTION: The Government is under no obligation to maintain a bidder's list. It is the incumbent for any interested parties to obtain any amendments which may be issued. Failure to obtain any amendments and respond to them by the date and time set for receipt of proposals or amendments may render the offeror nonresponsive and result in the rejection of the offer. All prospective contractors are required to submit or upload their organization representation and certifications at www.SAM.gov prior to submitting their offer. Failure to do so will render an offer nonresponsive.
