Pre-Solicitation Notice

TITLE: Elephant Butte Historic District Hospital Canyon Recreation Area Electric Service Upgrade

PURPOSE AND PROJECT DESCRIPTION: The Elephant Butte Historic District (EBHD) area consists of approximately 130 acres and 65 different structures. Reclamation owns all buildings within the Historic District and for recreation use to continue, improvements are needed considering the infrastructure is at the end or past its useful life. The upgrade and service of the electrical poles, lines, transformers, and panels will allow for the use of three recreational cabins and a water pumping station. The end-product will have to function with the current electrical utility grid, which is owned and operated by Sierra Electrical Co-op.

The Contractor shall perform the following key tasks:

• Remove Sierra Electric Co-op electric poles 20688, 20689, 20690, 20691, 20692, 20693, and 20694. Clean and remove all debris from area of operation.

• Furnish & install new one phase electric line on 3 new poles coming off pole 20695 from NM State Highway 117 up into Hospital Canyon, EBHD.

• Service upgrade to Hospital Canyon for 3 cabins and water pumping station at 14.4 KVA service.

• Set transformers, run feeder wires to panels at cabins and set transformer for new water pumping station.

LOCATION: The location of the work is near the Reclamation facility located at 4696 Hwy. 51, Truth or Consequences, NM 87901.

NAICS AND SIZE STANDARD: The NAICS code for this project is 237130 with a small business size standard of $39.5m.

COMPETITION: Solicitation 140R4021Q0079 is anticipated to be awarded as a sole source to Sierra Electric Co-op Inc.

INTENDED SOURCE: Sierra Electric Co-op Inc., 610 Hwy 195, Elephant Butte, NM 87935

SOLE SOURCE JUSTIFICATION: In accordance with FAR 13.106-1(b)(1)(i), specific characteristics of the removal and installation of electrical poles and installation, upgrade, and service of utility electrical lines and transformers that limit the availability to a sole source is the property, including the electrical poles, lines, and transformers, are owned, and operated by Sierra. Only the suggested source can furnish the requirements, to the exclusion of other sources, because the removal, installation, upgrade, or service to utilities poles, lines, and transformers is required to continue recreational use of the area as major safety issues need to be resolved immediately for the current licensee to continue. Sierra allows for outside companies to work on property they own but require that a licensed engineering firm provide certified specifications of the work to be required, Sierra would then need to approve the specifications before work can begin. This process would be timely to the Government and would require that the recreational area continue to be closed and major safety issues would remain unresolved. It is in the best interest of the Government to sole source to Sierra to complete the work as timely as possible, to allow for recreational use to continue and for all major safety issues to be resolved.
