Offsite runoff drains to the southwest through the site via roadside swales and cross culverts before spreading into sheet flow toward either Peters Creek and/or Colorado River. Runoff within the site follows the same drainage pattern toward the southwest, entering Peters Creek or Colorado River.

SECTION 2: EROSION AND SEDIMENT CONTROL BMPS

2.1 Minimize Disturbed Area and Protect Natural Features and Soil

BMP: Existing vegetation

Description: Existing vegetation will remain in all areas outside of the clearing limits. Areas within the clearing or construction limits that are to remain will be delineated by the plans and specifications and may be guarded by construction fence.

Installation Schedule: Construction limits will be staked by the contractor and approved by the

CO prior to removal of any vegetation or disturbance to the ground.

Maintenance and Inspection: The contractor and the CO will ensure that areas outside the construction limits are not disturbed unless other erosion and sediment controls are in place

Responsible Staff: Contractor personnel are responsible to stay within the staked clearing limits.

BMP: Conserved Topsoil

Description: Topsoil stripped from the construction areas will be windrowed or stockpiled at locations proposed by the contractor with approval of the CO. The conserved topsoil will have appropriate erosion and sediment controls installed to prevent sediment from leaving the area of the stockpile. The conserved topsoil will be placed on the finished slope as soon as practical and will be stabilized as necessary.

Installation Schedule: Conservation of the topsoil will take place during the earliest phase of the project. Replacing the topsoil on the slopes will take place when slopes are finished, but no later than 14 days after completion of the slope.

Maintenance and Inspection: The stockpiles will be inspected and maintained on the schedule for inspections for the project or at any other time that noticeable erosion has taken place.

Responsible Staff: Contractor personnel.

1.2 Phase Construction Activity

BMP : Construction Scheduling

Description: Construction Scheduling will be used to phase work so that open slopes and areas of disturbance will be limited as required by the contract. The contractors schedule will address phasing of the project to minimize large areas of disturbance. It will also discuss installation, maintenance and removal of temporary erosion and sediment control measures.

Installation Schedule: The contractor will provide a schedule to the CO prior to starting construction and will update the schedule throughout the life of the project.

Maintenance and Inspection: The schedule will be reviewed by the CO at the beginning of the project and all updates to the schedule during the project.

Responsible Staff: Contractor will schedule his operations and the CO will review the schedule.

This project is short in both duration (approximately 8 months) and construction area (less than 5 miles). BMPs and erosion control measures will be in place prior to disturbance and will remain into place throughout the duration of the project.

Construction activities are planned in the following sequence

• Mobilization of construction equipment to site.

• Set up of temporary traffic control

• Surveying and Staking

• Erosion control and BMP installation

• Earthwork – fiber rolls

• Construct drainage culvert crossings

• Concrete swale, concrete parking pad, concrete sidewalks

• Paving

• Final stabilization - seeding

• Permanent sign installation

• Pavement markings

• Demobilization

2.3 Control Stormwater Flowing onto and through the Project

BMP: Sediment logs

Description: Sediment logs will be used at culvert outfalls across the roadway. Sediment logs shall be placed along the downstream side of the construction limits.

Installation Schedule: To be installed prior to any disturbance and to remain in place throughout the project duration

Maintenance and Inspection: Inspect sediment logs at least once per week and after rainfall events. Inspect for cuts, abrasions, sediment deposits, and proper installation. If deficiencies are noted, replace within 24 hours of discovery. Remove sediment deposits once it reaches 30 percent of the height.

Responsible Staff: Contractor

BMP: Silt fence (not applicable for this project, but here in case needed during construction)

Description: Silt fence will be installed as sediment control and to slow water coming onto the project along the natural contours.

Installation Schedule: To be installed prior to any disturbance and to remain in place throughout the project duration.

Maintenance and Inspection: Inspect silt fence at least once per week and after rainfall events.

Should fabric tear, decompose, or become ineffective, replace within 7 days of discovery or before the next rain event, whichever comes first. Remove silt deposits once they reach 30 percent of the height of the fence. Upon completion and stabilization of the construction area the silt fence may be removed and the sediment shall be reshaped and stabilized to permit natural drainage.

BMP: Rolled Erosion Control

Description: Erosion Control Blanket and Turf Reinforcement Mat will be installed along permanent roadside ditches.

Installation Schedule: To be installed within 7 days of the completion of final grading, topsoil, and seeding.

Maintenance and Inspection: Inspect rolled erosion control at least once per week and after rainfall events. Should material tear, decompose, or become ineffective, replace within 7 days of discovery. Temporary Rolled Erosion Control Product shall be inspected and reapplied as needed until vegetation meets or exceeds the requirements in BMP: Re-Vegetation in Section 4 of this

SWPPP.

2.4 Stabilize Soils

BMP: Dust Control. Permanent Temporary

Description: Water will be used on the project to control vehicle traffic dust and may be sprayed on open slopes or stockpiles if dust is visible from these sources.

Installation Schedule: Dust control will be applied to the roadways as needed to reduce airborne soil particles from traffic or construction activities as needed.

Maintenance and Inspection: Visual inspection will be an ongoing activity and dust control will be addressed as required.

Responsible Staff: Contractor and CO.

BMP: Seeding and Mulching. Permanent Temporary

Description: A seed mixture for the project will be provided for CO approval prior to beginning seeding and mulching work.

Installation Schedule: Seed and mulch will be placed not later than 14 days after completion of the slopes and placement of topsoil unless there is a specified seeding window in the contract. If there is a specified window in the contract, slopes will be stabilized by other methods until seeding and mulching can be placed.

Maintenance and Inspection: Inspection of seeded areas will be made on regular inspection intervals during construction and will be repaired is needed.

BMP: Stock Pile Management

Description: Stockpiles will not be placed in drainages or within the ordinary high water mark of drainages or within the 1% (100 year) floodplain zones A or AE. Stockpiles will only be allowed within the construction limits or other locations approved by the CO.

Installation Schedule: Temporary barriers such as a berm, dike, silt fence, or sand bags will be constructed prior to placement of any soils for stormwater diversion around the stock pile. If left overnight, stock piles shall be covered or stabilized to minimize contact with stormwater and generation of fugitive dust.

Maintenance and Inspection: Stock pile area shall be inspected daily to verify the integrity of the stormwater diversion system.

2.5 Protect Slopes

BMP : Slope Roughening

Description: The slopes left in a rough state during construction. Roughness will be perpendicular to the slopes to shorten the slope length. When topsoil is placed, it will be tracked perpendicular to the slope to provide horizontal roughness and allow for seed to catch in the tracks.

Installation Schedule: Roughening during construction of the slopes will happen as the slope is constructed. Once the slope is finished, it will be smoothed to allow topsoil to be placed and then the topsoil will be tracked. All slopes will have topsoil placed immediately upon completing the construction of the slope and other stabilization measures will be applied to keep topsoil in place until vegetation is re-established.

Maintenance and Inspection: Slopes will be inspected after all rain events and any erosion will be repaired and sediment removed within 7 days or before the next rain event, whichever is sooner.

Responsible Staff: Contractor.

2.6 Protect Storm Drain Inlets

BMP: Area inlet protection

Description: Inlet protection will be as provided in the contract or an alternate device can be used if approved by the CO. Submission of alternate devices needs to be done at least 2 weeks prior to the required installation date.

Installation Schedule: Protection for the area inlet will be installed prior to beginning any construction on the project in the vicinity of the area inlet.

Maintenance and Inspection: The area inlets will be inspected on the approved inspection schedule and after rain events. If sediment has been released by the installed BMP, additional measures will be required to be installed within 7 days or prior to the next rain event, whichever is sooner.

Responsible Staff: Contractor.

BMP: Curb Inlet protection N/A

Description: Inlet protection will be as provided in the contract or an alternate device can be used if approved by the CO. Submission of alternate devices needs to be done at least 2 weeks prior to the required installation date.

Installation Schedule: Protection for any existing curb inlets will be installed prior to beginning any construction on the project in the vicinity of the inlet. Protection of any new inlets installed on the project will be installed upon completion of the inlet, even if the curb is not yet installed.

Maintenance and Inspection: The curb inlets will be inspected on the approved inspection schedule and after rain events. If sediment has been released by the installed BMP, additional measures will be required to be installed within 7 days or prior to the next rain event, whichever is sooner.

Responsible Staff: Contractor.

2.7 Establish Perimeter Controls and Sediment Barriers

Erosion control logs will be used at culvert outfalls and along the downstream side of the construction limits along Visitor Center Road along the Colorado River.

2.8 Retain Sediment On-Site

Due to the flat nature of the project and disturbance area, sediment basins are not required.

Sediment logs will contain sediment on-site and will be implemented as described in Section 2.3.

BMP: Vacuum Sweeping of Pavements

Description: Pavements that are included in the project area that have dirt tracked on to them from any source during construction will be vacuum swept prior to the next rain event and the debris will be properly disposed of.

Installation Schedule: A vacuum sweeper will be kept available to the project from mobilization to completion of all work on the project.

Maintenance and Inspection: Inspect pavements daily. Any mud or dirt tracked onto the road shall be cleaned within 48 hours or prior to the next rain event, whichever is sooner.

2.9 Establish Stabilized Construction Exits

BMP: Stabilized Construction Exit

Description: A stabilized construction entrance/exit to project site will be constructed for work outside the pavement areas. The stabilized construction entrance/exit shall be constructed per the details shown in the plans. The stabilized construction entrance/exit must be extended the full width of the entrance and exit area.

Installation Schedule: To be installed prior to any disturbance and to remain in place throughout the project duration.

Maintenance and Inspection: Inspect daily routinely for damage and effectiveness of BMP.

Repair if clogged with sediment. Replace stone as necessary to maintain the depth. Any mud or dirt tracked onto the road shall be cleaned within 48 hours or prior to the next rain event, whichever is sooner.

Responsible Staff: Contractor

2.10 Additional BMPs

No additional BMPs have been identified at this time. If additional BMPs are required during construction this document will be amended to include those BMPs.

SECTION 3: GOOD HOUSEKEEPING BMPS

3.1 Material Handling and Waste Management

BMP: Solid Waste Management

Description: All waste and trash from the construction project will be placed in suitable containers for the type of waste that is being disposed of. Recycling of materials is encouraged when possible.

Installation Schedule: Solid waste containers will be placed at the staging area during initial mobilization and will remain throughout the duration of the project.

Maintenance and Inspection:

Inspect solid waste containers at least weekly:

- Ensure containers are covered and secured

- Ensure containers are placed greater than 50 ft from waterway

- Containers shall be emptied by a licensed hauler at least weekly.

BMP: Sanitary Waste Management

Description: Temporary port-o-lets or designated restrooms to be used for the site personnel.

Installation Schedule: Temporary port-o-lets will be brought on site during initial mobilization and used throughout the duration of the project. They will be at the staging area and/or on pull-behind trailers.

Maintenance and Inspection:

Facilities shall be inspected at least weekly:

- Ensure they are placed greater than 50 ft from a waterway

- Ensure wastewater from facilities is not leaking

3.2 Establish Proper Building Material Staging Areas

BMP Description: Staging Area Management

Description: A staging area for the contractor’s operations will be used to stage equipment and materials for the project. Miscellaneous construction equipment including, compaction equipment, paving equipment and fuels may be stored in the staging area.

Installation Schedule: Staging area will be designated during initial mobilization and will remain throughout the duration of project

Maintenance and Inspection:

Inspect staging area daily:

- Ensure that materials are stored in containers compatible with the contents

- Ensure that liquids are provided with secondary containment

- Containers will be equipped with a secure lid

- Containers will be covered whenever practical

- Containers must be properly and legibly labeled

- Equipment will be inspected for leaks and spills prior to each use

- Staging area will be equipped with spill response materials

Responsible Staff: Contractor will be responsible for all site conditions of the staging area and must install stormwater management BMPs based on what it is being used for. The contractor will be responsible for the cost of materials, installation, and maintenance of these BMPs. Any additional permits required for the staging area are the responsibility of the contractor.

3.3 Designate Washout Areas

BMP: Concrete Washout Area

Description: Equipment used during the installation of the concrete shall be cleaned up at the washout area or in containers that are liquid tight. Trucks will wash out after delivering their material at the designated location. If cleaning solvents are used, proper containment and disposal will be required. A secondary containment device will be installed to ensure that water leaked or spilled outside the washout does not leave the project.

Installation Schedule: Concrete washout area will be designated prior to any washout activities and will remain until concrete activities are completed. The location shall be greater than 50 ft from a waterway. All project personnel will be advised of where the designated washout is located.

Maintenance and Inspection:

Washout area shall be checked daily:

- To determine if capacity has reached 75%. If this has been reached, the facility must be cleaned and waste disposed of accordingly.

- Remove liquids or cover areas prior to storm flows to reduce overflows.

Washout area shall be inspected at least weekly:

- Ensure erosion logs and construction fence around the perimeter of the washout area are in place and intact

- Ensure no other liquids are disposed of in concrete washout area

- Concrete washout water, wasted concrete and debris in the washout area shall be transported from the job site in a water tight container and disposed of properly.

- The concrete washout area must be enlarged as necessary to handle the amount of wash contributing to the area.

Responsible Staff: Contractor will be responsible for all installation and maintenance of this area.

The CO will be responsible for oversight and approval of the location of the washout.

BMP: Asphalt Equipment Cleaning Management

Description: Cleanup of equipment at the end of the work shift will be done in a designated cleanup area and all material removed and cleaning solvents will be contained and removed from the site daily to be disposed of properly.

Installation Schedule: A designated location will be identified prior to beginning asphalt paving and all employees will be advised of the location as approved by the CO.

Maintenance and Inspection: Any and all locations that equipment is cleaned will be inspected by the contractor daily for spills, leaks, and materials left behind. Proper cleanup procedures and disposal of the material will be required. The CO may do random inspections of cleaning sites.

Responsible Staff: Contractor is responsible to ensure that no cleaning solvents or excess material is left at the site. CO will monitor locations used and approve the designated cleanup location(s).

3.4 Establish Proper Equipment/Vehicle Fueling and Maintenance Practices

Vehicle fueling and maintenance is recommended at an offsite facility, if possible. If vehicle fueling or maintenance is required on site, care to prevent spills and proper cleanup practices should be used.

BMP: Vehicle and Equipment Management

Description: All contractor vehicles and equipment will be maintained and fueled at designated locations. If a location other than the staging area is to be used, update site maps to show new location.

Installation Schedule:

The Staging area may be designated as the maintenance and fueling location and will remain throughout the duration of project

Maintenance and Inspection:

- Routinely check vehicles and equipment for leaking oil or fluids – at least prior to each use.

- Proper waste or recycling drums will be used for spilled fluids.

- Drip pans or absorbent materials will be used under vehicle or equipment if fueling or maintenance is performed on site.

3.5 Control Equipment/Vehicle Washing

BMP: Vehicle and Equipment Management

Description: All contractor vehicles and equipment will be cleaned of all dirt and debris prior to arriving at the construction site. No equipment or vehicle washing will be allowed within the project area by the contractor without prior approval from the CO.

Installation Schedule: Equipment to be clean upon arrival to project and if it leaves the project, it must be cleaned prior to returning if it has worked in a different location.

Maintenance and Inspection:

- If vehicle or equipment washing is performed on site, detergents or solvents will not be used.

3.6 Spill Prevention and Control Plan

If the contractor has a Spill Prevention and Control plan for their organization, it is incorporated into this document by reference and shall be available at the project site.

BMP Description: Spill Prevention and Control

Installation Schedule: Spill prevention and control measures will be followed throughout the duration of the project.

Maintenance and Inspection:

- Spills shall be contained and cleaned up as soon as possible.

- If complete cleanup is not possible immediately, then spills shall be fully covered and contained, and not exposed to rainfall.

- Spills shall not be washed down or buried.

- Residuals left over from the cleanup activity, such as absorbent pads or containers or spill material, shall be disposed of properly.

- Proper spill and illicit discharge reporting procedures shall be followed for both hazardous and non-hazardous materials.

- Areas where spills occurred shall be inspected to verify that spill residuals are not present after the initial cleaning and that the area does not need to be re-cleaned.

Cleanup Response and Notification Procedures:

Non-Hazardous, Small Quantity:

- Use absorbent materials to contain spills and clean area of residuals

- Do not hose down spill area with water

- Dispose of absorbent material properly

Non-Hazardous, Large Quantity (i.e., significant spill):

- Contact emergency response agencies as appropriate (fire, police, NMED, etc.)

- Report spill to the construction supervisor

- Clean up spill immediately to the extent possible

- Use absorbent materials if practical

- Construct earthen dike to contain a spill on dirt areas.

- If rainfall is present, cover spill with a tarp to prevent contaminating runoff.

Hazardous:

- Contact local emergency response team (9-1-1),

- Contact other emergency response agencies as appropriate (fire, police, NMED, etc.)

- Report spill to the construction supervisor

- Do not try to clean up spill if not properly trained

- HazMat team should clean up spill immediately

Notification:

- Emergency phone numbers must be posted at the site

- Reportable spills will be reported to the proper agencies in a timely manner

3.7 Any Additional BMPs

No additional BMPs have been identified at this time. If additional BMPs are required during construction, this document will be amended to include those BMPs.

3.8 Allowable Non-Stormwater Discharge Management

The following non-stormwater discharges may occur on the project site:

- Pavement wash waters, and

- Water used to control dust

- Dewatering of construction areas.

BMP Description: Pavement Washing

Installation Schedule: BMP will be utilized throughout the project duration

Maintenance and Inspection:

- Pavement to be washed will be visually inspected prior to wash for signs of leaks or spills of materials.

- Pavement with such leaks/spills shall not be washed until spill cleanup has occurred including all residuals.

- Pavement will be vacuum swept prior to washing to remove all loose material.

- Detergents shall not be used during pavement washing

BMP Description: Dust Suppression

Installation Schedule: BMP will be utilized throughout the project duration

Maintenance and Inspection: If water is applied for dust control, the quantity shall not cause off-site tracking of sediments past the stabilized construction entrance/exit, not shall it cause water to carry sediment off-site.

BMP Description: Dewatering

Installation Schedule: To be installed prior to any dewatering activities and shall remain in place until dewatering activities cease.

Maintenance and Inspection:

- Sediment controls measures, such as sediment basins or dewatering structures shall be implemented to treat sediment laden excess water.

- Dewatering operations shall comply with applicable permits

- Water from dewatering operations shall not be directly discharged into any state wasters, including wetlands, irrigation ditches, or canals, unless allowed by the permit.

- Routine spot checks (at least weekly) shall be conducted to ensure proper dewatering techniques are being implemented

SECTION 4: SELECTING POST-CONSTRUCTION BMPs

Paving of roadway will provide stabilization of soils within the roadway prism. Impacts to existing slopes and vegetation are anticipated during construction. Permanent stabilization techniques are needed for all slopes outside the roadway that are disturbed. Silt fence and sediment logs as described in Section 2.3 will remain in place until permanent stabilization is complete.

BMP: Re-Vegetation

Description: Seeding will be used to stabilize the slopes and plant establishment will need to be at least 70% of the background prior to terminating this permit.

Installation Schedule: Seeding and mulching will take place as soon as the slopes are completed and topsoil is placed.

Maintenance and Inspection:

- Seed variety used shall be as close to the native vegetation as possible and as approved by the CO.

- Soil shall be prepared by mulching, incorporation of top soil, amendments, or fertilizer, as appropriate.

Responsible Staff: Contractor will install the seed and maintain it until final acceptance of the project. The maintaining agency will take over maintenance of their portion of the project upon final acceptance of the construction contract.

BMP: Velocity Dissipation Structures

Description: Riprap will be installed at the outlet of all drainage structures that are included in the project.

Installation Schedule: At completion of the installation of the drainage structures.

Maintenance and Inspection: Maintenance and inspections will be according to the inspection schedule for the construction project during construction. Once construction is completed and control is passed to the owners, the owners will inspect and maintain the structures.

Responsible Staff: The Contractor will install structures as part of the contract. The maintaining agency will maintain the structures after completion of construction.

SECTION 5: INSPECTIONS

5.1 Inspections

Inspection Personnel: Identify the person(s) who will be responsible for conducting inspections and describe their qualifications here or place

Inspection Schedule and Procedures:

Review Part 4 of the CGP for additional guidance for completing this section

Describe the inspection schedules and procedures you have developed for your site (include frequency of inspections for each BMP or group of BMPs, indicate when you will inspect, e.g., before/during/and after rain events, spot inspections):

You must conduct inspections in accordance with one of the two schedules listed below. Choose the schedule that you will use and delete the other schedule. Once a schedule is chosen, it cannot be changed. You must specify in your SWPPP which schedule you will be following:

- At least once every 7 calendar days, OR

- At least once every 14 calendar days and within 24 hours of the end of a storm event of 0.5 inches or greater.

Describe the general procedures for correcting problems when they are identified. Include responsible staff and time frames for making corrections:

Attach a copy of the inspection report you will use for your site. A sample of inspection forms is in Appendix E. Choose one of these or provide an inspection form that addresses all requirements of the permit.

5.3 Corrective Action Log

A corrective action log will be available in Appendix F of this document. Any corrective action due to non-compliance with the permit or this document will be logged during construction.

SECTION 6: RECORDKEEPING AND TRAINING

6.1 Recordkeeping

All records will be retained for a minimum period of at least 3 years after the permit is terminated including this document and appendices.

A log will be kept for the following activities and recorded in Appendix I.

- Dates when major grading activities occur.

- Dates when construction activities temporarily or permanently cease on a portion of the site.

- Dates when an area is either temporarily or permanently stabilized.

6.2 Log of Changes to the SWPPP

Log of changes and updates to the SWPPP will be kept and recorded in Appendix G.

6.3 Training

Place copies of qualifications for SWPPP preparer, SWPPP site manager, Erosion Control

Supervisor, and other qualified individuals in Appendix J.

An individual with qualifications in Storm Water management will conduct on-site training.

A training log will be kept and recorded in Appendix J. Documentation of qualifications of the person conducting the training will also be recorded in Appendix J. The information contained in the training log will include the following information.

• Individual(s) Responsible for Training.

• Printed name and signature of the individuals that received the training.

• Describe Training Conducted:

- General storm water and BMP awareness training for all staff and subcontractors.

- Detailed training for staff and subcontractors with specific stormwater responsibilities.

SECTION 7: FINAL STABILIZATION

BMP: Re-establishment of Vegetation outside the roadway prism.

Description: Seeding and mulching will be applied as stated above.

Installation Schedule: Seed and mulch will be installed during the construction contract and will be supplemented if needed after completion of the contract by the maintaining agency.

Maintenance and Inspection: Inspections will take place monthly to chart the progress of re-establishing the vegetation and maintenance of the seeded areas will be done as needed until 70% of background density of vegetation is achieved.

Responsible Staff: The contractor will be responsible for installing the seed and mulch and maintaining it up to final acceptance of the project. The maintaining agencies will be responsible for maintenance and inspection after final acceptance of the contract until a notice of termination can be filed upon achieving final stabilization.

A notice of Termination will be filed when final stabilization of the project has been reached.

SECTION 8: CERTIFICATION AND NOTIFICATION

I certify under penalty of law that this document and all attachments were prepared under my direction or supervision in accordance with a system designed to assure that qualified personnel properly gathered and evaluated the information submitted.
