The document provided is a set of SWIFT (Supplier and Workforce Integration Tool) tips for responding to a state and local contract opportunity in Minnesota. The contract opportunity is for the Office of Cannabis Management (State) to seek a third-party vendor to conduct due diligence and verification of social equity status for applicants seeking a cannabis license. The contract involves the jurisdictions of Ramsey County and the City of St. Paul. The document outlines key steps for submitting a response, including setting up multi-factor authentication, reviewing SWIFT Quick Reference Guides, properly submitting and confirming attachments, and carefully following cost proposal instructions. It also provides guidance on file size limitations and naming conventions.
The document indicates that responders must enter a price of $0.01 per unit for Line 1 and also upload a separate Cost Proposal as instructed in the RFP. The document does not provide additional details on pricing terms, set-asides, incumbent vendors, funding sources, or other salient information.

SWIFT Tips for Success Before Submission
· If you need assistance, please contact the SWIFT Vendor Assistance Helpline at 651-201-8100, Option 1, and then Option 1.
· Leave plenty of time before the End Date to submit your response. You want to have time to seek assistance if it is necessary.
· Take the time to become familiar with the Supplier Portal before submitting.
· You will need to set up multi-factor authentication (MFA) to use SWIFT. MFA is an authentication method that requires bidders and suppliers provide two verification factors to log into the SWIFT Supplier Portal. The goal of MFA is to create a layered defense that makes it more difficult for unauthorized system access to occur. If you have not done so already, please make sure to log into the SWIFT Supplier Portal as soon as possible to get this authentication set up early so there are no issues when submitting a response to an RFP. You are strongly encouraged to set your MFA during business hours of 8:00 A.M. to 4:00 P.M., Central Time, Monday through Friday. You may experience delay setting your MFA after hours.
· Review SWIFT Quick Reference Guides so you have the information necessary to submit your response.
Submission of Response
· If you submit your response, then view, access or edit it at later time, you MUST hit submit again, even if you do not make changes to your response. Your response must be in “posted” status in order for the State to accept your response.
· When uploading attachments, first Validate Entries, then Save for Later, next Confirm Attachments, and last Submit Bid. The Validate Entries button is to the far right of your screen.
· Carefully follow the cost proposal instructions. Responders must enter a price of $.01 in the Price per Unit field for Line 1 in order to submit a response to the RFP. THEN you must also upload the Cost Proposal as instructed in Section 5 of the RFP.
· SWIFT can accommodate file sizes up to 25MB for each upload. You may need to break larger files into smaller ones. Please plan ahead so this does not cause delays.
· The file name of uploads cannot be greater than 50 characters. Special characters are not allowed.
