Summary

This is a Statement of Work (SOW) for a Phase A study of an Extreme Ultraviolet Imager (EUVI) instrument for the Space Weather Geostationary (SW GEO) Project, a joint effort between the U.S. Department of Commerce (NOAA/NESDIS) and NASA. The study requires development of a sensor design concept capable of resolving solar features including coronal holes, filaments, prominences, active regions, coronal mass ejections, and X10 Class solar flares, with performance specifications detailed in a separate EUVI Requirements Specification (SPEC) document and Instrument Mission Assurance Requirements (IMAR). The contractor must complete the Phase A study within nine months from kickoff, with major milestones including a kickoff meeting within two weeks of award, monthly progress reviews, a midterm review at 4.5 months, a final study review at 8.5 months, and final report package delivery at nine months. Following successful completion, the Government anticipates moving directly to a System Requirements Review approximately one month after implementation contract award, targeted for Q4 FY 28, with flight hardware delivery and Pre-Ship Review scheduled for Q4 FY 31 and launch readiness in Q3 FY 32. The Government will consider a contractor-proposed pre-priced option for six additional months of study performance to advance PDR-level readiness and mitigate technical, cost, and schedule risks.

The study deliverables comprise 28 primary contract data requirements (CDRLs) covering trade studies on engineering development unit philosophy, contract deliverables scope, contractor-proposed innovations, orbital adaptability, size/weight/power reduction, refresh rate, spatial resolution, field of view, and channel configuration; sensor design development with performance analysis against specifications, compliance documentation, calibration methodology, reliability approach, single-point failure identification, master equipment list, and pointing budget; technology readiness level assessments and heritage analysis; and management planning including risk assessment and mitigation, flight implementation schedules, and cost estimates. The study assumes development of one Engineering Development Unit with representative spacecraft interfaces, one flight unit with robust sparing, no Government-furnished equipment, and a sensor classification of Class C per NASA Procedural Requirements. All reviews and chart deliverables must meet specific submission timelines, with the Government's written determination of closure on requests for action constituting acceptance of deliverables.

1 INTRODUCTION

This Statement of Work (SOW) seeks information on instrument concepts for an Extreme Ultraviolet Imager (EUVI) that can resolve solar features, including coronal holes, filaments and prominences, active regions, coronal mass ejections (CMEs), and X10 Class solar flares. Solar EUVI imagery provides comprehensive situational awareness of the inner solar corona. Although there is no requirement for the number of EUVI spectral bands, bands should be selected that are sensitive to different plasma temperatures within the range specified for feature and phenomenological discrimination.

The EUVI design concept will meet, as a minimum, National Aeronautics and Space Administration’s (NASA) requirements as defined in this SOW, the EUVI Requirements Specification (SPEC) document, and the Instrument Mission Assurance Requirements (IMAR).

It is anticipated that at the conclusion of this Phase A study any industry partner will be prepared to enter directly into a System Requirements Review (SRR), approximately one month after Implementation contract award, followed by a Preliminary Design Review (PDR). The Government will consider a contractor-proposed pre-priced option for six (6) (TBR) additional months of performance that mitigates technical, cost, and schedule risk associated with the EUVI design, development, and delivery, and moves the completion of this formulation study towards a PDR level readiness.

1.1 Top-Level Summary of Work Required

The details of the deliverables are described in later sections. At the top level, the Government requires:

a) A sensor design concept that satisfies the baseline requirements defined in the SPEC and IMAR. Suggested changes and/or additions to the SPEC or enhancements to the design beyond the baseline requirements will be considered if they do not add risk or cost and can be implemented on the specified delivery timeline.

b) Provide feedback and an assessment of sensor’s performance against the requirements specified in the SPEC.

c) Trade Studies as described in section 2.1.

• Industry partner proposed trade study(s).

d) Technical Analyses as described in section 2.2.

e) Notional Development Schedule as described in section 2.4.

f) Cost Analysis as described in section 2.4.

g) Technology Readiness Level (TRL) Assessment and a Technology Development Plan as described in section 2.3.

h) Identification of Development Risks as defined in section 2.4.

i) As applicable, performance of any work related to Technology Development and/or Risk

Mitigation.

j) Identification of hardware and software heritage assumptions as defined in section 2.3.
