NOAA/NATIONAL MARINE FISHERIES SERVICE

SOUTHWEST FISHERIES SCIENCE CENTER

(Fisheries Resources Division)

STATEMENT OF WORK

(Market Squid Paralaval Surveys and Nearshore CPS Species Composition and Aerial Surveys)

Performance Period: Base year: September 15, 2018 through September 14, 2019 Option year 1: September 15, 2019 through September 14, 2020

I. Introduction This is a non-personnel service contract. Government personnel will be responsible for communicating with the contractor’s liaison to:

· Establish a timeline for meeting project goals.

· Design fishery independent purse seine surveys, design aerial surveys, and identify sampling stations for both surveys.

· To ensure the transfer of frozen fish samples, purse seine survey field data, aerial survey digital photographs, and aerial survey field data to NMFS Project Lead.

The estimated period of performance for this work is from September 15, 2018 through September 14, 2019 for the base year and from September 15, 2019 through September 14, 2020 for Option year 1.

II. Background:

The Fisheries Resources Division (FRD) at the Southwest Fisheries Science Center (SWFSC) monitors Coastal Pelagic Species (CPS) stocks off the west coast of the United States as outlined by the Coastal Pelagic Species Fishery Management Plan (CPS-FMP) and associated Amendments. Since the late 1990s, the SWFSC has been involved in various research projects on the market squid (Doryteuthis opalescens) including age and growth, reproduction and egg escapement modeling. Currently, FRD samples market squid offshore California during the SWFSC research and CalCOFI cruises. However, a more comprehensive understanding of the market squid life history and dynamics requires sampling paralarvae from nearshore habitats off California. Thus the SWFSC is planning additional years of collaborative surveys with the California fishermen to continue sampling shallow spawning grounds which are not accessible to NOAA ships. Samples collected from these cooperative surveys will allow for the quantification of survivorship from both protected and exploited spawning grounds.

In addition, the SWFSC’s existing fish surveys and sampling framework are designed to both spatially and temporally sample offshore habitats of these species. However, recent assessments and research efforts have highlighted the need to complement these existing surveys with supplemental information gathered in nearshore habitats. In particular, the Coastal Pelagic Species management bodies have recently raised concerns about the status of the northern anchovy which is monitored as outlined in Amendment 8. The last assessment of this stock, which occurred in 1995, included a full survey during the peak spawning season and employed the Daily Egg Production Method (DEPM) to estimate spawning biomass and aerial spotter surveys to derive indices of spawning stock biomass (SSB) and total biomass. Since the 2000s, the official monitoring program has focused primarily on fishery landings data with supplemental information available from offshore California Cooperative Oceanic Fisheries Investigations (CalCOFI) and SWFSC offshore surveys. Recent analyses, based solely on CalCOFI eggs and larvae data, suggest that the stock is in decline and possibly on the verge of collapse. However, as mentioned earlier, the sampling framework of the CalCOFI survey does not include aerial surveys nor does it cover the full range of the stock, particularly nearshore habitats where the spawning population is believed to be concentrated.
The primary purposes of this research project is to 1) conduct collaborative survey cruises in shallower waters (<40m) in order to sample completely the spatial and temporal distribution of the paralarval market squid, and 2) address the concerns raised of the CPS management bodies by chartering a purse seine vessel and an aerial spotter pilot to conduct surveys in nearshore habitats off California during the peak spawning season to complement the offshore CalCOFI/ SWFSC CPS surveys. Since purse seine vessels often capture mixed CPS schools, a primary objective of this study is to determine the species composition of nearshore habitats off California. Of particular interest are CPS including northern anchovy, Pacific sardine, Pacific mackerel, and Jack mackerel. Information gathered on these species will provide additional information for CPS population assessments such as the upcoming northern anchovy assessment.
