PURCHASE DESCRIPTION

SWEATPANTS, COAST GUARD

This purchase description is approved for use by the Defense Logistics Agency

Philadelphia and is available for use by the United States Coast Guard.

1. SCOPE

1.1 Scope. This purchase description covers the requirements for a sweatshirt that is intended for wear by Personnel of the Coast Guard.

1.2 Classification. The sweatshirt will be of one types in the following sizes:

Note: The above sizes may be abbreviated as S, M, L, and XL

3. REQUIREMENTS.

3.1 First article. When specified (see 6.2), a sample shall be subjected to first article inspection (see 6.3) in accordance with 4.2.

3.2 Recycled, recovered or environmentally preferable materials. Recycled, recovered, or environmentally preferable materials should be used to the maximum extent possible, provided that the material meets or exceeds the operational and maintenance requirements, and promotes economically advantageous life cycle costs.

3.3 Design. The sweatpants have a covered elastic waistband with four rows of stitching and a concealed continuous draw-cord. The cuff of each leg shall have 1/4 inch wide covered elastic. Each leg of the garment shall be lettered "USCG". The lettering style and color scheme shall be as indicated in Figure 1. The printed letters shall be placed 9-1/4 inches (+/- 16) from the top of the waist and centered along the outseam area, with the letters running in the vertical (lengthwise) direction per figure

2. The outline of the letters shall extend 1/8 inch and shall be light reflective. The lettering shall be applied by thermal heat transfer. The size of each letter shall be

3-1/4 inches in height and 2- 5/8 inches in width. The total length of the lettering shall be 15-1/4 inches (± 1/4).

3.4 Materials.

3.4.1 Basic material. The basic material for the sweatshirt shall be a jersey knit, 50% cotton and 50% polyester, 9.0 +/- 0.5 oz/sq yd when tested in acdcordance with ASTM D

3776, Opt C. The finished cloth shall bmatch the standard sample for shade and appearance when viewed under filtered tungsten lamps that approximate artificial daylight and having correlated color termperature of 7500 + 200 K, with illumination of

100 + 20 foot candles, and shall be a good match to the standard sample under incandescent lamplight at 2300 + 200 K. For access to samples, address the procuring agency issuing the invitation to bid or requests for proposal.

3. 5 Components.

3.5.1 Thread. The thread dor all seaming and stitiching shall be inaccordance with thstandard commercial practice. The color of the thread shall be a good match to the basic material. The finished thread shall have no chemical finishes or treatments , other than those commonly used on commericail threads.

3.6 Labels.

3.6.1 Label/Marking. A commercial type label shall include size, contractors name, contract number, National Stock Number (NSN), fiber and laundering (care) instructions.

The label shall have “good” colorfastness to laundering when tested in accordance with

AATCC-61.

3.6.2 Bar Code Label. Each item shall be individually bar-coded with a paper tag for personal clothing item. The paper tag shall be standard bleached sulfate having a basis weight of 100 pounds. The paper used for the tags shall have a smooth finish to accept thermal transfer and direct printing. The tags shall have a hole and shall be attached to each item by a fastener. The tags shall be clearly legible and readable by a scanner.

The bar coding element shall be a 13 digit national stock number (NSN). There shall be a 12 digit Universal Product Code (UPC) number assigned for all NSN's by the contracting activity. The initials "UPC" must appear beneath the code. The bar code for NSN and UPC type shall be a medium to high density and shall be located so that it is completely visible on the item when .it is folded and/or packaged as specified and so it causes no damage to the item. This UPC code must also be placed on all shipping cartons on which the NSN appears.

3.7 Figures. The figure is furnished for informational purposes only. To the extent of any inconsistencies between the written document and the figure, the written document shall govern.

3.8 Finished measurements. The sweatshirt shall conform to the finished measurements specified in Table II.

Method of measuring:

(A) Inseam measurement shall be taken from crotch to the bottom of the leg.

3.9 Workmanship. The finished sweatshirts shall be thoroughly cleaned; all loose thread, lint, and foreign matter removed. All seams shall be constructed free of puckering and twists. After the finished sweatshirts are assembled and have been thoroughly cleaned with all loose thread, lint, foreign matter and spots or stains removed, they shall be examined for the following defects:

Workmanship Any component part omitted, twisted, not specified size, missing misplaced, or poorly shaped.

Measurement of item not as specified; design not as specified.

Labels Label (s) missing, incorrect, or illegible; bar code or

UPC code label omitted or not readable by scanner;

human –readable interpretation (HARI) omitted or illegible; bar code not visible on folded, packaged item; bar code label causes damage to the item.

4. QUALITY ASSURANCE PROVISIONS

4.1 Classification of inspection. The inspection requirements specified herein are classified as follows:

1. First article inspection (see 4.2)

2. Quality conformance inspection (see 4.3)

4.2 First article inspection. The first article, submitted in accordance with 3.1, shall be inspected for compliance with design, configuration, workmanship and dimensional requirements. The presence of excessive defects, as defined by contract, or failure to pass any test shall be cause for rejection of the first article.

4.3 Quality conformance inspection. Sampling for inspection shall be performed in accordance with ANZI/ASQC Z1.4, as defined by contract, except where otherwise indicated.

4.4 Component and end item inspection. In accordance with 4.1, components and end items shall be tested in accordance with all the requirements of referenced documents unless otherwise excluded, amended, modified, or qualified in this document or applicable procurement documents. The government reserves the right to inspect all components and end items to determine conformance to requirements.

5. PACKAGING

5.1 Packaging. For acquisition purposes, the packaging requirements shall be as specified in the contract or purchase order (see 6.2). When actual packaging of material is to be performed by DoD personnel, these personnel need to contact the responsible packaging activity to ascertain requisite packaging requirements. Packaging requirements are maintained by the inventory Control Point's packaging activity within the Military Department's System Command. Packaging data retrieval is available from the managing Military Department's or Defense Agency's automated packaging files, CD-

ROM products, or by contacting the responsible packaging activity.

6. NOTES

(This section contains information of a general or explanatory nature that may be helpful, but is not mandatory.)

6.1 Intended use. The shirts are for wear by authorized personnel of the United

States Coast Guard.
