Justification for Other Than Full and Open Competition (CUI)
This document is a Department of the Air Force justification for restricting competition on a sole-source contract awarded to McKinsey & Company by the Air Force District of Washington's SAF Enterprise Support Division.
The acquisition authorizes a firm fixed price bridge contract not to exceed twelve months with McKinsey & Company to maintain continuity of operations, maintenance, and sustainment of the SWAN (Special Access Program application) and its associated analytical support to DAF PPBE/POM decision cycles. The contract preserves a mission-essential capability while the Government conducts a competitive acquisition for follow-on requirements. SWAN is a Government-owned application supporting DAF PPBE and Bird of Prey POM trade-off analysis. Required services include operating and sustaining the SWAN application in its accredited SAP environment, mission thread and effects-chain analysis, data integration and analytics, defense industrial base assessment support, and executive-level decision support to senior DAF leadership. All performance requires appropriately cleared personnel and SAP facility access. The justification cites 10 U.S.C. 3204(a)(1) as statutory authority, establishing that only one responsible source and no other supplies or services will satisfy agency requirements. McKinsey & Company is identified as the sole source capable of sustaining the application without unacceptable operational disruption, schedule conflicts, cost duplication, and continuity risks. The Government conducted market research through an RFI posted July 31, 2026, receiving nine responses demonstrating a robust federal marketplace. However, the bridge is expressly limited in scope and duration, confers no long-term advantage, and does not preclude Space Systems Command from competitively awarding the enterprise follow-on Block 11 contract. The acquisition is firm not-to-exceed twelve months with no extension options, coordinated with the SSC Procuring Contracting Officer to synchronize OCI mitigation with the follow-on source selection. Actions to overcome barriers to competition include conducting the enterprise follow-on as a competitive five-year firm fixed price contract under SAM solicitation FA8802-26-Q-0003 with a 12-month base and four 12-month option periods.
