QUESTIONS FROM POTENTIAL OFFERORS
1. CAMS - B.3.4.2 Item No: 1-4, please could you tell me if the Estimated Quantity is in hours or installations, and secondly do these figures cover a period of one month or one year.
Answer: The “Estimated Quantity” is per item listed in No. 1 – 4.( i.e. in B3.4.2 Item No. 4, Removal of transmitters, estimated quantity – 2: the estimated quantity represents the removal of 2 transmitters per contract term. This is not an estimated number of hours, but the estimated number of units to be removed.)
2. B.3.4.2.- CAMS: The firm fixed price for all Base Station Monitoring equipment and maintenance necessary for the performance of this contract: In this line item must the cost include the labour rate for the response team?
Answer: Please read C.1.8.1 Reaction Force/Mobile Patrol Response and Monitoring. Labor cost for the dedicated observer and the reaction force should be included in the contractor’s indirect cost.
3. Item No: 1,2,3,4 of B.3.4.2 are the estimated quantity in hours, i.e. must we provide you with an hourly rate to carry out the work under these categories? The Estimated Sub-Total for the Base Year: will this amount be set aside in a separate fund? Then once we are provided with your Task Order and the work completed, will we provided the Embassy with an Invoice to cover the hours worked on the task? If the Estimated Quantity is not hours please would you define what the quantity represents.
Answer: 1st sentence – No, estimated quantity is per item/unit installed for item numbers 1,2 and 3 and removed for item number 4.
2nd sentence – When a requirement for B.3.4.2 item numbers 1, 2, 3, or 4 arises, a funded task order will be issued by the Contracting Officer.
3rd sentence – After a Task order is issued for the service, the contractor shall complete the request and submit an invoice for the work performed. However, as stated above this is not a per hour rate but a rate per installation or removal depending on the item number. Also see I.5 in Section I of the solicitation.
4th sentence – Estimated quantity represents the number of items/units to be either installed or removed as described in B.3.4.2, Item No. 1 thru 4, not hours. Also see No. 1 above.
An error was made in the currency of the hourly rates listed for the current contractor. Their current rates are as follows:
Guard E$9.71;
Driver E$11.52;
Senior Guard E$11.52;
Surveillance Detection Specialist E$12.89;
Surveillance Detection Supervisor E$26.58;
L. G. Supervisor E$12.89.
