1.0 Introduction

Provide a brief description of what you are procuring.

Janitorial services for SW Louisiana Refuge Complex.

The contract for janitorial services is to provide COVID 19 related cleaning services for Headquarters -office areas, restrooms, porch, breakroom, reception area, conference room and hallways.

2.0 Background

Provide any historical information necessary to understand how and why the requirement evolved and where it is headed. Include appropriate information to help the reader understand the requirement.

Purpose is to maintain facilities for staff and public use to follow Covid 19 related protocols.

3.0 Scope

Provide an overview of the performance work statement (PWS) emphasizing the most important aspects of your requirement and defining the boundaries of the contractor’s performance responsibilities.

STATEMENT OF WORK/SPECIFICATIONS

1. Cleaning will take place one (1) day a week.

2. The Contractor will perform the required work during the hours of 8:00 AM and 3:00 PM. Work shall be performed on Tuesday or Wednesday of each week unless otherwise specified by USFWS.

3. A performance review will be conducted quarterly and a written report issued in June, September, December, and March.

4. Towels, tissue, hand soap, cleaning supplies and trash liners will be furnished by Government.

4.0 Applicable Directives

List all documents referenced in section 5.0, Performance Requirements, with which the contractor will have to comply in performance of the contract effort. If only portions of a given document apply, specifically identify the applicable portions.

See attached Janitorial Services Matrix and Quality Assurance Plan.

5.0 Performance Requirements

Identify what the contractor is required to do (major tasks and subtasks).

For the purpose of this contract, the term “daily” means each day the facility is to be cleaned; biweekly means one time every two weeks; monthly means one time per month; quarterly means four times per year (every three months); biannual means twice a year (every six months); annual means one time per year.

(BW)-Biweekly, (M)-Monthly, (Q)-Quarterly, (BA)-Biannual, (A)-Annual.

5. Cleaning Requirements for the HQ office at Lacassine NWR:

(1) Rest Rooms

(a) Sweep and wet mop floors;

(b) Clean all fixture surfaces (inside and out): toilets, urinals, washbasins, mirrors, dispensers, and waste receptacles

(c) Empty waste receptacles, service paper towel, soap and toilet paper dispensers (supplied by Government), and wipe railings

(d) Clean all wall and door surfaces

(e) Clean/remove spider webs

(2) Porch Area

(a) Sweep front and back porches; remove spider webs around doors and windows

(b) Clean windows

(3) Reception Area, Office areas, File room, Break room, Conference room and Hallways

(a) Vacuum all carpeted floors and carpet mats

(b) Broom sweep and damp mop all uncarpeted areas

(c) Empty all waste receptacles and replace liners

(d) Clean and dust all horizontal and vertical surfaces including desk tops, telephones, filing, cabinets, windowsills, baseboards, blinds, chairs, tables, pictures and all manner of furnishing

(e) Spot clean all wall and door surfaces

(f) Spot clean carpet

(g) Clean/remove spider webs

(h) Kitchen/break room - damp wipe tables, chairs, counter, exterior of appliances and sink; remove as necessary splash/spill marks around sink

7. Operations:

a. All cleaning supplies and equipment will be furnished by government.

b. Government will furnish toilet paper, paper towels, hand soap and air fresheners and will dispose of trash ( contractor puts trash by front door)

c. Cleaning will be accomplished one (1) day per week during working hours, between

8 :00 AM and 3:00 PM, would like service on Tuesday or Wednesday

d. Contractor will report all necessary repairs immediately.

e. Refuge Staff must be notified at least one week prior to new janitorial staff working on site.

6.0 Deliverables

List all data required to manage or monitor contractor performance.

Routine Inspections and completion/review of Janitorial Services Matrix. Site Representative will complete Performance Requirements Summary.
