About this file
This document is a set of Questions and Answers related to a Request for Information (RFI) for the refurbishment and fabrication of new upper panels and walkways for the SUU-72 Pylon. The RFI is seeking information from industry on a comprehensive solution to receive the Pylons and Pylon Lifting Assemblies (PLAs) from storage, perform corrosion mitigation, manufacture and replace the SUU-72 Pylon upper panels, restore the Pylons to a flight-worthy condition, and refurbish the PLAs to Condition Code A. The Government is looking to induct 9 refurbished Pylons and PLAs into a modification line to convert them into SUU-103s by the end of Fiscal Year 2030, with additional quantities of at least 9 per year following. The Government has not yet determined the contract vehicle (CPFF, FFP, T&M) and is open to industry input on the most appropriate approach. The Government will be responsible for delivery to the contractor and the contractor will be responsible for shipping from.

Request for Information: SUU-72 Upper Panel Including Refurbishment
Questions and Answers
1. Will this be bid as CPFF, FFP, or T&M?
ANSWER: The Government is currently performing market research in the form of this Request for Information (RFI) to determine what contract vehicle is best for the effort.
The Government has not established how the requirement will be bid at this time. Any input or reasoning for a specific acquisition type, from the vendor’s perspective, is welcomed in your response to the RFI.
2. Will the contractor or Gov’t be responsible for shipping to & from?
ANSWER: The Government will be responsible for delivery to and contractor will be responsible for shipping from.
3. What is the estimated timeframe for delivery of units after award?
ANSWER: We will need the first 9 refurbished airworthy Pylons and PLAs to begin induction to SUU-103 modification starting in Q4, Fiscal Year 2029 and ending Q4, Fiscal Year 2030.
4. Will inspection/acceptance approval be conducted at contractors’ facility by Gov’t? Each unit?
ANSWER: Yes, AFNWC/NDBD personnel will be involved in first article acceptance.
Depending on findings, DCMA will sign off on additional units.
5. Would a site visit for visual inspection by contractor prior to submittal be acceptable?
ANSWER: No, we do not have enough time to coordinate a site visit to inspect Pylons.
If the Government releases a Request for Proposal, a site visit or additional picture documentation will try to be provided for reference.
6. Are the existing Walkways available for review/reverse-engineering purposes?
ANSWER: AFNWC/NDBD has a sample walkway that can be loaned to the contractor for reverse engineer. Additionally, we will work with the contractor regarding the substitution of Boeing specifications with Military and industry standards.
7. What is the estimated % of Repair v. Replacement on PLA’s?
ANSWER: The PLA consists of 2 parts: the main frame and the walkways. For the main frame, we estimate about 20% of the swing arm assembly parts may need to be replaced.
The main structure of the swing arm will not likely need replacement. All the walkways will be new builds.
8. Does the Gov’t have a Preferred Alloy in mind for Upper Panel Bulkhead replacement?
ANSWER: We do not have a list of preferred alloys. See MIL-STD-1587F for the list of restricted aluminum alloys. The Selected alloy should have mechanical properties like 2024-T3 to minimize qualification testing.
