Statement of Work
Purchase of New Sutron Equipment from OTT HydroMet
And
Repair and Upgrade Services of Sutron Equipment from OTT HydroMet
For
NOAA National Ocean Service
Center for Operational Oceanographic Products and Services
Engineering Division, System Support and Evaluation Branch
BACKGROUND
The Department of Commerce (DOC) National Oceanic and Atmospheric Administration’s
(NOAA) National Ocean Service (NOS) Center for Operational Oceanographic Products and
Services (CO-OPS), Engineering Division, System Support and Evaluation Branch (SSEB) located in Chesapeake, Virginia requires new, upgrade, repair, and software/firmware modification services for Data Collection Platforms / Data Collection & Transmission Equipment
(DCPs) and Data Telemetry Equipment used for water level and currents remote sensing and monitoring. The Chesapeake Instrument Lab ensures that current and tide measurement systems, both operational and those under evaluation, are properly calibrated, installed, operated, maintained, repaired, and recovered.
CO-OPS has over 600 Water Level, Air Gap, Currents, and Surge Tide stations in use in its
National Water Level Observation Program (NWLON), National Currents Observation Program
(NCOP), VDatum, Hydro, and Physical Oceanographic Real-Time Systems (PORTS). All CO-
OPS stations employ Sutron equipment from OTT HydroMet for Data collection, storage and telemetry.
The stations maintained by CO-OPS operate continuously and are exposed to harsh environmental conditions on a daily basis. Exposure to salt from the sea, humidity, wind and other significant weather events causes damage to the systems and system components. Continuous operation of electronic systems over time leads to reduced performance and component failures. Because of this, it is necessary for CO-OPS to replace and repair components on a regular basis to ensure data integrity and to avoid negative impacts on mission requirements.
CO-OPS’ mission also calls for the establishment of new environmental monitoring stations that provide observations for new and more accurate oceanographic products and services. The Sutron equipment from OTT HydroMet is an integral part of the CO-OPS’ integrated monitoring station configuration, and it is critical for CO-OPS to purchase this equipment on a regular basis to meet national requirements for the installation of new observatories.
Sutron Equipment to be purchased and repaired under this action includes, but is not limited to, Sutron Xpert Data Loggers, Xlite Data Logger's, Satlink Transmitters and Logger/Transmitters, Iridium Data Telemetry Short-Burst-Data (SBD) Modems, NOS G3 Main Stations, NOS G3
Redundant Gauges, NOS G3 Hydrographic Gauges, Compact Constant Flow Bubbler, Xpert
Digital and Analog I/O Modules, Xpert Voice Modem Modules, Accubar Barometric Pressure
Sensors, and Analog, Digital, RS232, SDI-12, Phone, and Power Termination Modules, Accubar bubbler gauges, IP Modems, and other Sutron manufactured equipment integrated into the CO-
OPS inventory of sensors and platforms.
SCOPE
The SSEB mission addresses elements of the NOAA, NOS and CO-OPS five-year strategic plans, which outline goals for major NOAA programs such as the National Water Level Observation
Network (NWLON), the Physical Oceanographic Real-time System (PORTS®), and the National
Current Observation Program (NCOP). In the execution of these missions, SSEB requires engineering, repair, testing, and evaluation of equipment manufactured by OTT HydroMet.
Additionally, SSEB must also procure new equipment manufactured or sold by OTT HydroMet.
The Contracting Officer’s Representative (COR) may provide technical direction which will assist the Contractor in accomplishing the Statement of Work.
In support the existing network of environmental monitoring stations, to replace equipment lost during hazardous weather events, and to expand the national Ocean/Met observation network where needed, the NOS CO-OPS Engineering Division SSEB requires the establishment of a blanket purchase agreement (BPA) for the purchase and repair of Sutron manufactured data collection, telemetry and sensing equipment.
Procurement services shall consist of the purchase of new Sutron equipment manufactured or sold by OTT HydroMet. Procurement services will be for purchase of Sutron equipment used to support water level and oceanographic current monitoring systems, coastal surveys, and coastal environmental modelling required to meet the Agency’s needs. Procurement price specifications will be based on the GSA schedule and a discounted rate for any equipment not available on the schedule.
Repair and Upgrade services shall consist of electronic software / firmware upgrade, circuitry / soldering / physical repairs to existing CO-OPS’ Sutron equipment. Repair and Upgrade services shall be based upon OPEN MARKET repair and upgrade, evaluation, and software programming labor provided at the times of the repair call. OTT HydroMet shall provide the government with a repair estimate for each repair item to be repaired. Estimates may include “batch repairs / upgrades” for multiple repairs / upgrades on similar items. No repair shall be undertaken without prior government approval of the repair cost estimate.
Repair and Upgrade services also consist of software and firmware support and upgrades to the product lines noted above. Firmware support consists of software troubleshooting and repair of problems/bugs found during installation and configuration of Sutron equipment. Support shall also include the integration of new sensors / technology with CO-OPS’ Sutron equipment.
