The selected contractor must hold valid California contractors' licenses including C-10 (Electrical), B (General Building), C-46 (Solar), and other applicable classifications.

Respondents must submit proposals demonstrating current eligibility under a qualifying Master Services Agreement with supporting documentation including executed MSA copies, contractor listings, and applicable contract numbers and participation requirements. The proposal shall include a fee schedule (Exhibit B) and completed Solar PV Technical Proposal Form (Exhibit C), with pricing based on the selected MSA structure. Contractors must comply with prevailing wage requirements per California Labor Code sections 1770 et seq., with rates available from the Department of Industrial Relations. All proposals remain valid for 150 calendar days following the proposal due date to allow the District time for evaluations, interviews, clarifications, and contract negotiations. The District reserves the right to reject any or all proposals, negotiate with one or more respondents, amend or cancel the RFQ, award phases concurrently or separately, or proceed with alternative delivery methods. Respondents are prohibited from lobbying or contacting District Board members, selection committee members, or employees regarding the RFQ from its issuance through contract award. It is important to note that the District intends to implement this initiative through a phased delivery approach, as further described herein. The current intent is to award and authorize Phase 1 as the initial scope of services, with Phases 2 and 3 identified as bid alternatives for future consideration.

The District reserves the right, at its sole discretion, to determine the timing, sequencing, scope, and method of delivery for each phase based on project priorities, operational requirements, budget availability, funding approvals, and the successful completion of preceding work. The District may elect to award all phases concurrently, award individual phases separately, defer one or more phases, modify the scope of any phase, or elect not to proceed with subsequent phases.

In addition, the District reserves the right to negotiate, authorize, or issue additional services related to subsequent phases through contract amendments, separate task orders, or other procurement mechanisms as permitted by applicable policies and regulations. Inclusion of Phases 2 and 3 as bid alternatives shall not be construed as a commitment by the District to award, fund, or proceed with those phases.

Accordingly, Proposers should demonstrate a comprehensive understanding of the overall program and provide a scalable approach that allows the District maximum flexibility in determining how and when future phases will be implemented. The selected consultant should be prepared to support the District through all phases of the program, recognizing that the scope ultimately awarded will be determined solely by the District based on its evolving needs and available resources.
