Investments in Launch Base and Range Infrastructure Modernization and Sustainment

1. Please briefly describe current and anticipated future Space Force space launch infrastructure support needs for your program, including in which years they apply:

a. Major facilities (e.g., launch complexes, control rooms, processing buildings, etc.)

Click or tap here to enter text.

b. Launch base infrastructure (e.g., land for construction, roads, bridges, utilities, etc.)

Click or tap here to enter text.

c. ER and/or WR support (e.g., command, tracking, weather, area surveillance, etc.)

Click or tap here to enter text.

2. Please describe your ability to apply your own resources to meet your program needs (e.g. shared investment or ability to contract for improvements)

3. Which Space Force space launch infrastructure assets and resources are most desired by your program? Please rank order the following elements of support for your program (including both launch base infrastructure assets and range support services). You may list multiple elements as #1 to the extent they are MANDATORY (i.e., without alternatives) for your program. If your program does not need the government asset or service at all, please mark it N/A.

Payload processing facilities
Launch vehicle processing facilities
Launch pads
Control rooms
Adequate roads/bridges
Utilities
Propellants
Frequency spectrum allocation
Access control/security
Controlled airspace
Positive control (Command)
Autonomous Flight Safety System (AFSS)
Communications – voice, video, data transport
Telemetry

_______ Radar

_______ OpticsWeather – forecasts, lightning detection/warning, wind measurements, etc.
Timing & Sequencing
Area Surveillance – air, land, and sea surface for area clearance during hazardous operations, including launch and/or landing
Data Handling – delivering, storing, archiving data collected by range
Range Safety – including planning, approvals, monitoring of haz ops
Planning & Scheduling – including ability to coordinate and minimize impacts of one program on another
Predictable cost of government support
Predictable access to facilities and services
Ability to use your own support capabilities instead of government assets
Ability to contract to use assets provided by others (business to business)
Ability to apply your own resources to meet your needs (i.e., participate in Air Force/Space Force improvement projects, or contract for improvements yourself)
Other (please specify)

4. Please list any of the above elements that you find to be so constrained that they affect your program.

Click or tap here to enter text.

Roads and Transportation

1. Please briefly describe how you are transporting payloads and rockets. Do you have a planned standard haul route for both?

Click or tap here to enter text.

2. Does your vehicle have any planned haul route height or weight restrictions? If so, please describe each restriction and location of restrictions.

Click or tap here to enter text.

3. Do you anticipate any electromagnetic offset requirements?

Click or tap here to enter text.

4. For roads that are Florida or California DOT rated, how prepared are transports to meet those road weight and dimension requirements?

Choose an item.

5. Are you aware of any transportation upgrades that need to be completed for any CCAFS or VAFB road/bridge or rail infrastructure to meet your program’s requirements? Please specify with max grade/loads and/or turns of a certain inner/outer radius.

Click or tap here to enter text.

6. If an organization’s hazardous ops results in closing a critical transportation route(s), are you prepared to relocate those roads or limit operations that activate these closures?

Click or tap here to enter text.

Water/Waste Water

1. Will you be requiring use of potable water for pad deluge, acoustic suppression, or other pad launch operations? Please quantify your gallons per minute expected for potable water.

Click or tap here to enter text.

2. Will you be requiring use of deluge water?

Choose an item.

3. Is your program planning on recycling water? Given current water infrastructure constraints, what impact would a delayed water tank fill cause your program?

Choose an item.

Click or tap here to enter text.

4. Waste water treatment plant is reaching capacity largely due to non-nutrient waste (CCAFS). How prepared are you to address discharge and deluge if CCAFS restricts non-nutrient waste flow?

Click or tap here to enter text.

5. Please describe your plan to address discharge and deluge should CCAFS restrict waste flow.

Click or tap here to enter text.

Facilities/Access

1. Please describe your anticipated access requirements to launch sites and other facilities.

Click or tap here to enter text.

2. Does your program include flyback? Are you landing rockets and payloads, and if so, will this occur on base or via drone vessel?

Click or tap here to enter text.

3. Does your program require separate landing zone/pad? Are you prepared to share a landing zone/pad? If no, what requirements prohibit the use of a shared landing zone/pad? Have you identified any existing pad on the installation as a desired destination?

Choose an item.

Choose an item.

Click or tap here to enter text.

4. Do you anticipate constructing any facilities near the flightline?

Click or tap here to enter text.

5. Do you require access to the skid strip (CCAFS) or flight line (VAFB)?

Click or tap here to enter text.

6. Do you require access to the Hangar AF Wharf (CCAFS) or Dock/Harbor (VAFB)?

Click or tap here to enter text.

7. Please quantify your requirements for docking (depth, power, potable water, crane support, etc.).

Click or tap here to enter text.

8. Please describe how your program will address control burning being conducted at least 5-10 days per year on CCAFS? Please quantify any impact these days will have on your program.

Click or tap here to enter text.

Testing

1. Do you plan to conduct engine or payload testing onsite?

Choose an item.

2. If you have a test stand, how often will you be testing engines based on your peak launch tempo?

Click or tap here to enter text.

3. Does your program require separate Test Stand Areas? Are you prepared to share a Test Stand location if a consolidated engine test area is constructed?

Safety

1. What is your project’s quantitative distance (QD) arcs for any new planned operations?
