About this file

This document is a Sources Sought/Market Research Survey for the U.S. Army Corps of Engineers (USACE) Southwestern Division (SWD) seeking potential contractors for an Indefinite Delivery Contract (IDC) for Environmental Management System (EMS) and Environmental Program and Data Management (EPDM) Consulting and Training Services. The IDC has a maximum period of performance of 7 years (one 5-year base period plus one 2-year option period) with a maximum capacity of $85M, under NAICS Code 541620 with a size standard of $19.0M.

The survey seeks to identify firms capable of providing comprehensive environmental management services, including planning, implementation support, training, data management, and technical expertise. Potential contractors must be registered in the System of Award Management (SAM), with preference for small businesses including 8(a), Women-Owned, HUBZone, and Service-Disabled Veteran-Owned businesses. The contract will support projects assigned to the Regional Planning and Environmental Center (RPEC) and SWD, with work potentially performed both inside and outside SWD boundaries at multiple locations concurrently. The survey includes detailed questions about firms' experience, execution capacity, training capabilities, and software compatibility.
