About this file

This document is a Justification for Other Than Full and Open Competition (Sample 7) for the U.S. Coast Guard Base Guam. The document seeks sole source justification for acquiring specialized tools for a Fast Response Cutter (FRC) support trailer, specifically requesting tools from Snap-on due to their high-quality equipment and unique capabilities. The procurement is for the Base Guam Maintenance Augmentation Team (MAT), which requires tools to outfit an additional support trailer for cutters stationed in Guam beginning in FY27.

The justification highlights that few vendors offer tools of the required quality, and no single vendor can provide all necessary tools. The remote location of Guam makes procuring tools individually extremely time and cost-inefficient. The new tool outfit must match the existing trailer inventory for tool control purposes and conform to the Integrated Logistics Support Plan and engineering practices. Snap-on is identified as the only source capable of meeting these specific requirements, with a longstanding reputation for providing high-quality tools essential for maintaining complex maritime systems.

SAMPLE 7 –JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION

A DESCRIPTION OF EFFORTS MADE TO ENSURE THAT QUOTATIONS OR OFFERS ARE SOLICITED FROM AS MANY POTENTIAL SOURCES

AS PRACTICABLE (INCLUDE YOUR MARKET RESEARCH EFFORTS HERE).

REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE WHICH CAN PROVIDE THE SUPPLIES OR SERVICES.

EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE TO SOLICIT BY FULL AND OPEN

COMPETITION HAS NOT BEEN DEVELOPED OR ARE NOT AVAILABLE.

PROVIDE A STATEMENT OF ACTIONS, IF ANY, THE GOVERNMENT MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO

COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED.

Few other vendors offer tools of the requisite quality; no other single vendor offers all of the tools required. Remote location and exorbitant shipping times/rates quoted by other vendors would result in an inferior, piecemeal, and more expensive product that does not match the currently outfitted trailer as required.

The newly acquired tools must match the existing trailer inventory for tool control purposes, and to conform to the Integrated Logistics Support Plan and good/efficient engineering practices.

No other single vendor provides all the tools required; the majority are not available from local vendors, and Guam's remote location make procuring and shipping the tools of the required type and quality individually extremely time and cost ineffective/inefficient.

Acknowledge that limited and speciality items may be exempt from open competition.
