About this file
This is an Invitation for Quote (IFQ) issued by West Basin Municipal Water District, located in Carson, California, seeking qualified bidders to supply eight hundred seventy-six (876) reverse osmosis (RO) membrane elements for the Torrance Refinery Water Recycling Plant (TRWRP). The project involves replacing membrane elements in four reverse osmosis trains that treat tertiary effluent from the Edward C. Little Water Recycling Facility. Quotations are due on October 17, 2025, at 2:00 pm, with a 90-day delivery requirement from the Notice of Award. Bidders must submit their responses electronically through the OpenGov e-procurement system, and the project includes provisions for spare parts as specified in the attached Scope of Supply document.
The pricing proposal includes line items for membrane elements, spare parts, sales tax at 9.75%, and freight, with bidders required to provide unit costs for each item. West Basin has implemented a Small and Local Business Enterprise Program that provides evaluation incentives, offering a 3% quotation reduction for Small Business Enterprises (SBE) or Local Business Enterprises (LBE), with an additional 3% reduction if a vendor qualifies as both. The district will consider the lowest responsive quotation for award, with the potential for the purchase order to be subject to the Board of Directors' approval. Freight costs must be stated separately and will be evaluated as a Not-to-Exceed value, with actual charges to be paid based on a freight invoice.
