About this file

This document is a Scope of Work (SOW) for the U.S. Naval Medical Research Unit SOUTH (NAMRU SOUTH), focused on surveillance and research of tropical infectious diseases in the USSOUTHCOM Area of Responsibility (AOR). The SOW details the critical need for reagents and supplies to support molecular and immunological testing, including specimen collection, malaria and leishmaniasis microscopy, PCR, ELISA, sequencing, and in-vitro culture. The primary objectives include conducting specimen collection for malaria, Chagas, and leishmania, performing molecular and immunological characterization, and utilizing fully operational laboratory equipment to fulfill parasitology surveillance and research activities.

The related federal contract opportunity (Pre-Solicitation PAR250018_1301259355) specifies a comprehensive list of 30+ specific reagents and laboratory supplies to be delivered to NAMRU SOUTH in Lima, Peru. The procurement includes specialized items such as PCR boxes, DNA polymerases, transcription kits, various laboratory media, cryopreservation materials, and ELISA-related components. The solicitation notes that GSA cannot provide the required cold chain for some reagents, potentially necessitating alternative shipping methods. The procurement is being conducted by the Department of the Navy Naval Supply Systems Command, with the goal of supporting epidemiology and immunology studies focused on detecting and characterizing malaria and leishmania parasites, as well as supporting vaccine development against Dengue.

Scope of Work (SOW)

Introduction:

The U.S. Naval Medical Research Unit SOUTH (NAMRU SOUTH) is engaged in surveillance and research of tropical infectious diseases in the USSOUTHCOM AOR. Their projects include detection of cases, collection of clinical data, molecular testing, drug resistance monitoring and vaccine/therapeutics development using animal models.

These activities require the availability of reagents and supplies for the different laboratory and field work processes that these projects entail.

General requirements: The department has a critical need to acquire reagents and supplies for molecular and immunological testing which include collection and storage of samples, malaria and leishmaniasis microscopy, real time and conventional PCR, ELISA, sequencing, in-vitro culture and ELISA. The purchase of these reagents and supplies is critical for achieving our objectives and to increase our throughput. This will support both currently funded objectives as well as enable acquisition of future funding.

In summary:

1) NAMRU SOUTH will conduct collection of malaria, Chagas and leishmania specimens from multiple sites as well as vaccine/therapeutic development studies.

2) Molecular and immunological characterization is required by these projects.

3) NAMRU SOUTH has fully operational laboratory equipment for multiple molecular and immunological procedures.

4) This purchase covers the reagents and supplies needed to use this equipment.

5) This ability will allow us to fulfill the objectives of NAMRU SOUTH parasitology funded surveillance and research activities and expand the capabilities for application of future funding.
