This is a Combined Synopsis and Solicitation (RFQ) document for the procurement of an automated load cell transducer system for the FDA's White Oak Campus. The FDA seeks one load cell transducer capable of measuring 0N to 22,000N in tension and compression and 0Nm to 200Nm in torsion, along with all associated labor, materials, equipment, installation services, calibration services, interface hardware, and incidental items necessary to provide a fully operational load measurement solution compatible with the Government-owned MTS Mini-Bionix 858 system. The requirement includes removal of the existing load cell transducer, fabrication and installation of top and bottom interface/adapter plates, operational verification, documentation, and all accessories. The load cell must be compatible with existing MTS controller hardware, software configuration, data acquisition interfaces, and TDS connectors without requiring system replacement. The contractor shall provide on-site force calibration in accordance with ASTM E4-21 and torque calibration in accordance with ASTM E2624-17, both from 1% to 100% capacity, with NIST-traceable calibration certificates. A minimum twelve-month warranty covering all parts, labor, travel, and technical support is required beginning at final Government acceptance.

Delivery, installation, calibration, and operational verification must be completed within six weeks after receipt of order, with final Government acceptance following successful installation and verification. The solicitation is not set-aside for small business, with NAICS Code 334519 (Other Measuring and Controlling Device Manufacturing) and a small business size standard of 600 employees. Award will be made on a Lowest Price Technically Acceptable (LPTA) basis to the responsible quoter submitting the lowest-priced quotation meeting all salient characteristics. Offerors must submit a technical compliance matrix, price quotation, warranty terms, lead time, UEI confirmation, active SAM.gov registration, and a completed Buy American Certificate. Questions are due by August 31, 2026, at 12 p.m. ET. Offers should be submitted via email to the Points of Contact listed on SAM.gov in searchable PDF and Excel format. The Contracting Officer is Iris Johnson (Iris.Johnson1@fda.hhs.gov, 301-796-3353) and the Contract Specialist is Reagan Davis (Reagan.Davis@fda.hhs.gov, 301-796-0910).
