About this file
This is a Supplemental Sources Sought Notice for the U.S. Army Corps of Engineers-Norfolk District seeking construction contractors for a new river water intake facility and pump house at Holston Army Ammunition Plant (HSAAP) in Kingsport, TN. The project involves constructing a facility to extract river water for industrial processes, with a design-bid-build approach and an estimated contract value between $25-100 million. The proposed contract period is 912 calendar days, anticipated for solicitation in the third quarter of FY25, with requirements including compliance with Clean Water Act regulations for aquatic wildlife protection and an estimated river water intake capacity of 80-96 million gallons per day.
Key considerations for potential contractors include experience with river construction, explosive safety requirements, design-bid-build government projects, and large pumping station infrastructure. The sources sought notice requests interested contractors to submit a six-page response detailing their capabilities, business classification, and answers to specific economic policy and contract incentive questions. Responses must be electronically submitted by 10:00 a.m. EDT on 22 April 2025 to the primary and secondary points of contact at USACE-Norfolk District. All businesses under NAICS code 237110 are encouraged to respond, with a small business size standard of $45 million.

An initial Sources Sought Notice was posted to SAM.gov on 08 February 2024 using notice number W9123624S4016 and closed on 23 February 2024. Based on the current project status, this Supplemental Market Research is being issued to gather additional information to help USACE—NAO further redefine the Acquisition Strategy for the project.
PROJECT DESCRIPTION
The Army Corps of Engineers—Norfolk District is conducting Supplemental Market Research to identify potential sources for construction of the facility identified below:
Holston Army Ammunition Plant (HSAAP) is a Government-Owned, Contractor-Operated (GOCO) explosives production facility located in Kingsport, TN. All production at HSAAP depends on river water.
HSAAP draws river water from the Holston River for process use in the plant. River water provides two primary functions: (1) Feedstock to the Filtered Water Plant, and (2) Non-contact Cooling Water (NCCW) for various process applications. River water is currently extracted through the existing pump house and intake on the east side of the plant.
The new river water intake facility and pump house will comply with the Clean Water Act (CWA) Rule 316(b) which provides protection to aquatic wildlife by reducing fish impingement mortality rates. 40 Code of Federal Regulations (CFR) § 125.94 identifies requirements for existing/new facilities to ensure compliance with Rule 316(b) such as (a) limiting the allowed velocity of the water flow through intake screens to 0.5 feet per second (fps), or (b) using a modified traveling screen that safely transports impinged organisms back to the source waterbody. Estimated intake capacity for river water is 80-96 million gallons per day (MGPD).
USACE is seeking construction contractors with current and relevant experience, personnel, and capability to perform the construction of a new river water intake facility and associated pump house.
The project will be constructed at Holston Army Ammunition Plant in Kingsport, TN. It is anticipated

QUESTIONS FOR INDUSTRY
These questions are posed to help us further define the requirements and expectations of the solicitation:
1. Recent changes in the United States’ economic policies have resulted in the implementation of tariffs on certain imported goods. How would you formulate your proposal for a firm fixed price contract considering this economic uncertainty?
2. Are there specific contract clauses that you feel would incentivize industry to bid on this or similar solicitations considering the economic policies referenced above?
3. Would your interest increase if USACE—NAO included Economic Price Adjustment (EPA) clauses as prescribed in FAR 16.203-4?
- If yes, please indicate what price indices you would recommend the Government considers.
- If including the EPA clauses does not change your interest in pursuing this project, please indicate so.
4. Is there anything else the Government should consider making this project more attractive as a competitive solicitation?
5. Do you have any other concerns you would like the Contracting Officer to consider in the acquisition approach?
Update: A Project Labor Agreement (PLA) is no longer required for large scale construction contracts, implemented by Federal Acquisition Regulation (FAR) Subpart 22.5 and 36.104(c), per DPCAP Class Deviation 2025-O0002 - Waiver of Project Labor Agreement Requirements, 7 Feb 2025.
