The project involves comprehensive marine infrastructure replacement at 100 Seabreeze Boulevard, including construction of new 7-foot by 30-foot concrete floating finger piers, aluminum gangways supplied by Raven, timber tending piers with 6-inch by 6-inch posts and 2-inch by 4-inch rails, prestressed concrete and timber pilings with stainless steel treatments, a 9-inch thick concrete boat ramp with stainless steel welded wire mesh reinforcement, concrete abutments, bollards, educational signage, and parking lot resurfacing with SP-12.5 asphalt overlay. The contract requires a 10 percent bid security, with bids submitted online through the city's procurement platform by November 18, 2025, at 2:00 PM. The project timeline consists of 150 total days from Notice to Proceed, with 120 days allocated for Substantial Completion and 30 days for Final Completion, with an anticipated start date in February 2026. No pre-bid conference has been scheduled. Questions must be submitted through the platform's Question and Answer tab prior to the submission deadline.

The City will not release an engineer's estimate, requiring bidders to determine pricing independently based on the scope and specifications provided. The project is not federally funded, therefore Davis-Bacon prevailing wage requirements do not apply. No specialty insurance is required beyond standard coverage. The City has filed FAA Form 7460-1 in advance to address crane operation requirements near the airport. Contractors must possess an active Florida General Contractor License with at least five years of experience. Environmental permits have been obtained from the St. Johns River Water Management District and U.S. Army Corps of Engineers. The City does not participate in DBE/MBE percentage goal collection and reporting. City permit costs are estimated at approximately $6,000 for a $1,000,000 project value. Material specifications include Bellingham floating docks, stainless steel hardware and treatments, Lumberock decking or approved alternatives, ACQ wood treatment or CAC alternatives per Specification 955, and specific pile dimensions with minimum 3-inch tip diameter per ASTM D25-12 standards for Southern Yellow Pine.
