About this file

This document is Supplemental Instructions to Offerors for a Request for Quote (RFQ) issued by the Department of Veterans Affairs.

Offerors must submit quotes by the deadline specified in Box 8 of the SF1449 solicitation via email to Jameel Gordon at jameel.gordon@va.gov; late submissions and phone calls will not be accepted. The contract will be awarded as a Firm Fixed Price agreement with a one-year period of performance. Offerors must complete specific sections of the SF1449 form including entity identification information (name, address, telephone, SAM UEI, and cage code), contractor point of contact information, and unit pricing for each Contract Line Item Number (CLIN) in the price/cost schedule. All pricing must be entered legibly, as illegible prices will not be verified or considered.

Evaluation criteria require offerors to demonstrate technical capability through documentation describing the methods for performing the statement of work, provide legible pricing, and submit past performance documentation showing a minimum of three years of relevant experience aligned with the scope of work. Past performance can be evidenced through CPARS records or a completed past performance questionnaire. The government will conduct a comparative evaluation in accordance with FAR 12.203(c)(2), which involves direct side-by-side comparison of quotations to determine the best overall response meeting the government's identified needs. This evaluation method does not assign ratings, does not constitute LPTA or trade-off analysis, and does not require individual scoring against specific evaluation factors.

Additional information pertaining to Comparative Evaluation below:

What Comparative Evaluation is:

• It is the direct comparison of one quotation/offer with another in a uniform and fair manner to determine which quote/offer provides the

Government with what it needs, where and when as identified in the

RFQ

• It is an assessment of which response is the “best” as a whole mailto:jameel.gordon@va.gov

• Once one quotation/offer is found acceptable, it is compared side by side to the remaining ones, and the “best” one is chosen

What Comparative Evaluation is not:

• It does not individually evaluate quote/offers against specified evaluation factors

• It does not assign a rating using a color, numerical, or other rating methodology

• It does not require additional evaluation to determine if minimal advantage is worth a minimal or normal price difference, but not prohibited

• It is not a low price technically acceptable (LPTA) or trade-off process
