About this file
This document is Supplement 304 to the AMS Master Invitation for Purchase of Pork Loin Roast and Pork Loin Chops, Center Cut, Boneless, Frozen, effective May 2026. The supplement establishes procurement requirements for the United States Department of Agriculture (USDA) Agricultural Marketing Service (AMS) for distribution to federal food and nutrition assistance programs.
The procurement covers two pork products: Pork Loin Roast (boneless, frozen, 3.5-6.5 pounds per unit, vacuum packaged, IMPS Item 413A PSO 3) and Pork Loin Chops (center cut, boneless, frozen, 4 oz +/- 0.5 oz per chop, IMPS Item 1413 PSO 1). Products must meet stringent specifications including fat content not exceeding 10 percent, sodium levels not exceeding 70 mg per 100 grams, freezing to 0°F or below within 72 hours of fabrication, and metal detection for stainless steel, ferrous, and non-ferrous metals. All meat must originate from U.S.-born, raised, and harvested livestock with documented traceability. Contractors must comply with Food Safety Inspection Service (FSIS) regulations, humane animal handling requirements consistent with Meat Institute guidelines, and maintain documented quality assurance programs addressing production scheduling, time/temperature controls, and complaint resolution procedures. The AMS offers two monitoring options: Option A (QAD Grading-Based Monitoring and Certification with continuous USDA grader supervision, not requiring contractor technical proposals for the finished product) and Option B (QAD Audit-Based Verification requiring approved technical proposals and periodic onsite audits). A QAD-approved Food Defense Plan is mandatory prior to bid opening. Contractors must submit comprehensive technical proposals covering materials, processing procedures, quality assurance methods, metal detection protocols, labeling, packaging, and non-conforming product procedures. All products must be sealed with tamper-proof, serially numbered seals and delivered under specified pallet configurations with proper documentation including Certificates of Conformance and checkloading certificates containing production lot numbers, traceability codes, and product temperatures. The cost of all AMS audits, grading, and certification services is borne by the contractor.
