Questions (Q) and Answers (A) for Kiev Health Insurance Solicitation

SUP300-11-R-0004

Q.1: What are the coverage requirements as they relate to pre-existing conditions?

A.1: Please review Section C.1.2 Health Benefits Conditions and Limitations. There are no other pre-existing conditions in this Contract.

Q.2: Are all covered members of the group non-Ukrainian citizens, or have non-Ukrainian citizenship in conjunction with Ukrainian citizenship ?

A.2: Please review Section C.1.3 Eligible Participants. Covered employees are primarily Ukrainian citizens and very small number of Third Country Nationals and American citizens hired as Locally Employed Staff.

Q.3: Would the contracting specialist or officer be willing to provide claims/premium history on the current group health plan from January 2007 to present day or as close to present day as possible ? The annual breakdown would be the total dollar amount of claims and perhaps the number of claims year-by-year and a yearly listing of premiums in dollars, including a copy of the current policy with the outline of coverage.

A.3: The Embassy does not maintain information on claims for all contract years. Please see below the information on total amount of claims paid out by the contractor for 2007-2008 and 2008-2009.

2007-20081, 214 695.44 USD
2008-20091, 327 821.21 USD

The total amounts of premiums paid by the Embassy for Contract years:

2007-20081, 286 989.79 USD
2008-20091, 487 939.00 USD
2009-20101, 489 706.00 USD
2010-20111, 838 962.32 USD (the coverage amount was changed from 10,400.00 USD to 13,400.00 USD per person)

The data provided in response to this question is provided for informational purposes only and under no circumstances shall it be construed to change any terms or conditions or requirements within the solicitation. In addition, for any answer provided regarding claims data incurred under the existing contract, please be advised that this data is not indicative of future claims. Therefore, it is each offeror’s decision on whether to use or not to use this information. However, under no circumstances shall the U.S. Government be liable for this data or shall it become the basis for a request to adjust the premium rates once the contract is awarded. Rather, offerors are advised any adjustments to contract premium rates shall be in accordance with the Economic Price Adjustment clause B.4.

Please see Section C Description/Specification/Work Statement for outlined coverage. The outlined benefit levels are the same in the solicitation as they were in the current contract except that total coverage per person was changed in the last Option Contract Year from 10,400.00 USD to 13,400.00 USD Q.4: Other than the pre-existing conditions listed on pages 34 and 35 of the RFP, is there any waiting period on all other pre-existing conditions ?

A.4: Please review Section C.1.2 Health Benefits Conditions and Limitations. There is no waiting period on any pre-existing conditions.
