The following write-up is not all inclusive of contract requirements. This document is intended as a summary of the overall project objectives to better inform interested contractors.
It is anticipated that this contract will be solicited in August of 2024 with award in the fall of 2024. Items
1 and 2 are desired to be completed by June 30, 2025. Items 3-5 are expected to be completed by
December 31, 2025. Items 6 and 7 are expected to be completed by July 31, 2026. It is anticipated All
Items should be completed by December 31, 2028.
It is desired that this contract be completed in its entirety as soon as practicable to increase the pace and scale of forest restoration treatment and prevention of catastrophic wildfire. Contractors proposing to complete all work in less than 4 years may receive higher technical rating during evaluations.
When Items 1-5 are completed and accepted by the Forest Service, the unknown quantities of other
Items will be updated via contract modification based on the firm-fixed prices established (i.e., if perimeter miles of timber unit delineation are 20 miles, Item 6 established price will be set for 20 miles).
General description of work:
The objective of this project is for the contractor to complete the end-results from NEPA handoff through final completion of the project area. Contractors shall identify what work activities are needed across all project acres to meet the desired end-result objectives that shall be presented in maps and a detailed
Implementation Plan prior to commencing on the ground delineation of project units. After the initial
Implementation Plan has been accepted and approved, contractors will then: conduct heritage and botany surveys in areas that have not previously been surveyed within timber removal units, develop silvicultural prescriptions for each of the timber removal units, perform on the ground delineation of timber removal units; perform on the ground delineation of non-commercial treatment units; create a detailed logging plan with maps; complete the cruise for the Timber Removal Treatment Area; and complete all on the ground timber removal and work activities.
Mandatory Item 1 – Survey Project Area – Design Implementation Plan, Road Analysis Plan, and
Preliminary Contract Area Map:
Survey Project Area: Initial survey of the project area shall identify and distinguish treatment areas following the objectives of the Four-Forest Restoration Initiative (4FRI) Decision and a supplemental instruction document detailing the project specific design criteria that will be provided at time of contract solicitation. Within the identified Treatment Areas, treatment types shall be classified as the following:
• Timber Removal – Ponderosa pine based on timber merchantability and specifications for areas that fit the prescriptions described in the 4FRI decision.
• Non-Commercial – Ponderosa pine and juniper within stands designated for timber removal and/or areas that do not fit any of the provided Timber Removal prescriptions.
Design Implementation Plan: Create a preliminary Contract Area Map delineating multiple Treatment
Areas. Within the Treatment Areas differentiate harvest units based on likely prescriptions and stand type. Clearly identify where Non-commercial treatments overlap.
Road Analysis Plan: Create a detailed map identifying the road maintenance plan per the Forest Road
Maintenance Specifications that will be provided at time of contract solicitation. Plan will identify where road reconstruction is needed such as culvert replacement, ditch re-establishment, heavy brushing, curve widening, etc.
The contractor is to perform Item 1 on the entire project area (~10,017 acres). The resulting
Implementation Plan shall be divided into multiple units based on individual unit location, road access, topographical features, and natural stand breaks.
Mandatory Item 2 - Design Detailed Logging Plan and Contract Area Maps:
Logging Plan: Create detailed maps identifying individual treatment units within the Project Area boundary. For each Timber Removal treatment unit, the logging plan shall identify items such as but not limited to: haul routes to the nearest appraisal point, temporary road locations (i.e., length and average grade for temporary roads, new and existing temporary road locations), landings, general skid trail patterns, average slope to landings, estimated number of landings, average skid distance broken down by adverse and favorable skidding, and any improvements or resources of concern to be protected. The logging plan should include any associated work activities (sub-merchantable thinning, etc.). The logging plan and maps shall identify the type of treatment, unit boundaries, and areas of resource concern.
Treatment activities shall follow all applicable design features in the Decision Notice and additional requirements based on the Kaibab National Land Management Plan, or other policies, laws or regulations.
Contract Area Maps shall show treatment unit acres and linear measurement of perimeter delineation.
Virtual, discernable, or hard-line boundaries must be differentiated.
Upon completion and acceptance of Item 2, the estimated quantity for Items 3-5 will be populated via contract modification. Prior to populating Items 6-10, contractor and Forest Service will determine the proposed treatment units requiring additional resource protection.
Mandatory Item 3 – Heritage Surveys
Perform heritage surveys in areas that have not previously been surveyed. Heritage survey protocols will be supplied during solicitation. Total survey acres will be calculated based on overlaying previously surveyed areas with treatment areas identified in items 1 and 2.
Mandatory Item 4 – Botany Surveys
Perform botany surveys in areas that have not been previously surveyed. Botany survey protocols will be supplied during solicitation. Total survey acres will be calculated based on overlaying previously surveyed areas with treatment areas identified in items 1 and 2.
Mandatory Item 5 – Silviculture Prescription Writing
Develop silviculture prescriptions for Timber Removal and Non-commercial treatment units based on the
4FRI decision. Prescription templates will be provided during solicitation. Silviculture prescriptions must be reviewed and approved by Forest Service.
Mandatory Item 6 – Flag, Paint, and GPS Timber Removal Boundaries
Delineate Timber Removal and Non-commercial treatment units following the Forest Product
Accountability Plan (Attachment which will be provided during solicitation). The attachment will have specific information on which boundaries are required to be flagged/painted/GPS vs. virtual boundaries.
Contractor is to maximize use of virtual boundaries relative to the direction in this attachment.
All Timber Removal units shall meet the Area Determination requirements, as provided by the Forest
Service for accuracy and closure of GPS polygons.
Mandatory Item 7 – Cruise Design, Plan, Cruise Plots, and Final Volume Estimate:
The Contractor will be required to follow the instructions in the cruise plan, provided by the Forest
Service. Washington Office and Region 3 procedures and methods shall be provided in the cruise plan and adhered to for product volume estimates. Collection of initial plot data will be required to design the production cruise and development of cruise plan. Additional samples may be needed to meet sampling errors for the production cruise. When the production cruise data is analyzed and it meets the required errors as set forth in Forest Service Handbook and Manual direction, the cruise data will be accepted by the Forest Service.
Determination of Advertised Rates:
When the cruised volume estimate has been accepted, the Forest Service shall conduct an appraisal to establish the advertised rate. Advertised rates will not be established until after contract award.
Appraisal entries such as skidding distances and hauling distances shall be obtained from the detailed logging plan and maps produced by contractor. Advertised Rates shall be determined by the Forest
Service using standard Handbook and Manual guidelines and will be final and non-negotiable.
Contractors will be allowed to add bid premiums to their price proposals that will be evaluated as part of the best value determination for award.
Once the Forest Service has completed the appraisal and established Advertised Rates for any included products, a contract modification will be necessary to award Optional Item 9 - Cut and Remove Included
Timber. Once Item 9 is made mandatory through award, Contractor shall complete this item within three years.
If Optional Item 9 – Cut and Remove Included Timber is not awarded to the contractor for any reason, including election by the Contractor, then Optional Item 9 and Optional Item 10 – Non-commercial
Thinning will then be solicited in a new contract open for competition.
Optional Item 8 – Road Reconstruction:
All road reconstruction requirements shall follow the plans approved by the Forest Service.
Optional Item 9 – Cut and Remove Included Timber:
Cut and remove from Contract Area Included Timber which meets the minimum tree specifications as identified in the contract. Total volume shall be determined once Item 7 has been completed.
Optional Item 10 – Non-commercial Thinning:
Cut all trees 1 foot in height and less than 6 inches Diameter at Breast Height (DBH) within all units awarded under Item 9. Specifications for further treatment of this material will be provided at solicitation. Additional treatments could include lop and scatter or hand piling of all slash. Other thinning specifications may be made necessary based on the findings related to Items 1 and 2. A contract modification may be necessary after award.
