“Contractor” means the successful Bidder after execution of the Agreement. “Work” means the services, materials, equipment, and construction within the expressly defined project scope. The County’s

Representative is the Parks Project Manager or another designated representative.

Read the Contract Documents as complementary. Written amendments and Change Orders govern the matters they modify. Addenda govern the solicitation provisions they modify. The executed Agreement governs contractual terms; project-specific requirements supplement the General Requirements.

Approved plans and submittals do not change the Contract Price, Contract Time, or scope without the written authorization required by the Agreement. Refer unresolved conflicts to the County in writing before proceeding with affected Work.

Maintain the 90-day bid-price guarantee stated in the Invitation. Contract Time, the NTP issuance window, liquidated damages, payments, termination, and self-performance are governed by the Agreement.

General Requirements govern routine site administration unless supplemented here.

4 Schedule and submittals

Within ten calendar days after the Notice to Proceed, submit a detailed schedule addressing engineering, County review, DNR review, permits, procurement, mobilization, drilling, casing, grouting, development, testing, pump installation, certification, restoration, and closeout. Obtain approval of access, staging, equipment setup, temporary facilities, and discharge arrangements. Protect utilities and comply with applicable locating requirements, including private utility coordination.

Provide temporary fencing and barricades around the drill site, open bore, equipment, and other hazards.

Keep the well secure and sanitary when unattended. Preserve emergency access and protect park users.

Provide the temporary water, power, sanitation, and other facilities necessary for the Work.

Submit an erosion-control and drilling-discharge management plan before ground disturbance. Contain drill cuttings, drilling fluids, grout waste, test water, and disinfection water; provide treatment, dechlorination, hauling, or disposal as required by applicable approvals. Do not discharge to streams, lakes, wetlands, storm sewers, adjacent property, or unapproved areas.

Remove surplus spoil and waste from County property unless the County expressly approves reuse or placement. Repair damage caused by the Work. Restore disturbed grades, drainage, topsoil, seed, mulch, pavement, and other surfaces to the specified condition or, where unspecified, substantially equal to or better than the preconstruction condition.

7 Warranty and closeout

Provide a minimum one-year warranty on materials, equipment, and workmanship beginning at Final

Acceptance, unless a longer manufacturer warranty applies. Deliver available longer manufacturer warranties to the County. Correct defective Work in accordance with the Contract Documents. Respond to urgent warranty conditions within 24 hours and routine requests within five business days; participate in an

11-month warranty inspection if requested.

Submit three paper copies and one electronic copy of operation and maintenance information, warranties, and product data. Submit record documents in searchable PDF, and editable CAD files when requested and applicable. Include final well location and elevation, total depth, casing sizes and depths, grout intervals, static/pumping water levels, pump model and setting depth, pump curve, electrical characteristics, and pitless connection details.

Provide drilling and geologic logs; casing and grout records; development and pumping-test data and interpretation; required laboratory results; applicable permit approvals and well/pump certification records;

Provide sampling taps or temporary sampling arrangements suitable for collecting representative samples.

Collect, preserve, transport, and submit all DNR-required rock and water samples. Provide required laboratory analyses, sampling documentation, chain-of-custody records, and reports. The engineer shall identify the required water-quality analytes and acceptance criteria in the approved sampling plan. Notify the County promptly of failed or adverse results; do not represent unaccepted water as suitable for public use.

6 Pumping test

Prepare and obtain acceptance of the pumping-test protocol before testing. Provide the test pump, power, controls, calibrated flow measurement, water-level measurement, piping, labor, and discharge management necessary to complete the required test. Coordinate witnessing and notices with the County, engineer, and DNR.

Conduct the required pumping and recovery test at the rate and duration required by DNR for the approved design. Record the static water level, pump setting, time, discharge rate, pumping water level, drawdown, recovery, and relevant observations. Submit the data and engineer’s evaluation, including sustainable yield and recommended pump duty and setting. Obtain written approval before changing the specified design target or installing a different pump.

If yield, water quality, geology, or other conditions require deeper drilling, revised casing/grouting, additional treatment, relocation, or abandonment, promptly notify the County and submit findings and recommendations. Do not proceed with additional work beyond authorized quantities or scope without written authorization under the Agreement.

7 Pump and setting equipment

Provide a complete submersible pumping and setting assembly based on 15 hp, 230 V, and 90 gpm, subject to the confirmed duty point and approved design. Submit manufacturer, model, certified performance curve, efficiency data, motor electrical characteristics, materials, dimensions, check-valve arrangement, and installation requirements. Demonstrate compatibility with the 6-inch well and pitless assembly.

Size and select the pump and motor for the accepted duty point, actual pumping water level, required delivery pressure, friction losses, and operating range. Provide drop pipe, couplings, supports, check valves, cable/support accessories within the confirmed scope, and all setting labor.

Parks

8 Pitless assembly and wellhead

Provide one Baker pitless assembly identified conceptually as 6-inch × 5-foot × 3-inch × 3-inch, or an approved equal. Submit the manufacturer’s sectional detail and show compatibility with the casing, pump setting assembly, removal equipment, and future waterline connection.

Provide sanitary wellhead construction, cap, vents, seals, casing termination, and fittings required by the approved design. Protect the outlet connection for future work, exclude insects and surface water, and maintain access for removal and servicing of the pump. Provide identification and protective measures required by DNR and the accepted site design.

9 Testing and acceptance records

Demonstrate operation of the installed pump and well components with temporary facilities where permanent infrastructure is not available. Record flow, water levels, voltage/current where applicable, and observed performance. Correct defects attributable to the Contractor’s materials, equipment, or workmanship and repeat affected tests as necessary.

Submit the well and pump installation records and certifications required by DNR, applicable laboratory and pumping-test acceptance documentation, and construction completion documentation for the well scope. The Contractor remains responsible for correction of deficiencies in its Work; system-wide approvals involving excluded infrastructure shall be coordinated with the County.

10 Measurement and payment

Pay lump-sum items according to accepted progress under an approved schedule of values. Pay unit-price items using the accepted actual quantities installed within written authorization. The estimated quantities are for bid comparison; the Contract Price is adjusted for authorized increases or decreases using the accepted unit prices and the Agreement’s change procedures.

Drilling is measured once by vertical bore depth from ground surface to accepted bottom. Surface and production casing are measured by accepted installed lengths of the respective casing; production grouting is measured by the accepted grouted interval, not by cement volume. Include all associated materials, labor, equipment, overhead, profit, and incidentals in the applicable item. Allocate costs once;

do not duplicate mobilization, labor, bonds, insurance, bore enlargement, or grouting between items.

Include bore enlargement required for surface casing in Item 3 and enlargement required for production casing/grout in Item 5. Item 4 includes the nominal production bore. Item 6 includes production-casing pressure grouting. Include required surface-casing sealing in Item 3 unless it is the same work measured under Item 6.
