https://teams.microsoft.com/meet/211996783618273?p=GczCsr4Smm5ZFAacFH https://teams.microsoft.com/meet/211996783618273?p=GczCsr4Smm5ZFAacFH https://teams.microsoft.com/meet/293752450672401?p=AhW7fbFa1cBMc7SRxI https://teams.microsoft.com/meet/293752450672401?p=AhW7fbFa1cBMc7SRxI

Unless otherwise specified in the Special Provisions, the Contractor shall furnish all materials, labor, tools, equipment, water, light, power, transportation, superintendence, temporary construction of every nature, and incidentals, but not limited to, dust and traffic control measures, and to perform all work involved in executing the Contract in a satisfactory and workmanlike manner within the specified time.

All standard specifications and details referenced, unless otherwise noted, shall conform to all the

City of Prescott Standard Specifications and Detail Drawings, most current revisions, and to the most current editions of the Uniform Standard Specifications and Details for Public Works

Construction by the Maricopa Association of Governments (MAG Specifications and Details), including revisions thereto.

3.2. DESCRIPTION OF WORK

Phase C3 includes:

• Downtown Regional Lift Station: Construction of a new regional lift station near the

Granite Creek Park / 6th Street area.

• 26-inch Force Main: Approximately 25,000 linear feet of 26” force main, routing from the new lift station northward along 6th Street, westward on Merritt Avenue and

Montezuma Street, northward on Ruth Street and Demerse Avenue, eastward on Prescott

Heights Drive, northward on Campbell Avenue, eastward on Rosser Street, and northward on Highway 89 to connect with an existing force main stub at Highway 89 and Prescott

Lakes Parkway.

• 24-inch Gravity Sewer Trunk Main and Branch Mains: Approximately 2,500 linear feet of 24” sewer trunk main and 8” branch mains along Granite Creek from eastern Sonora

Drive, under La Guardia Bridge / Montezuma Street, through Granite Creek Park to the new lift station.

Key Challenges

• Urban and Sensitive Routing: Construction through downtown streets, residential areas, parks (e.g., Granite Creek Park), and along State Route 89. This involves traffic control, minimizing disruptions to businesses/residents, and coordinating with multiple stakeholders.

• Environmental Sensitivities: Work near Granite Creek, an EPA designated impaired waterway requiring robust erosion/sediment control, dewatering, and protection of park resources and the La Guardia Bridge crossing.

• Integration with Existing Infrastructure: Tie-ins to prior phases and ensuring seamless connections to support full centralization.

• Regulatory and Permitting: Compliance with ADEQ standards and impaired waterway requirements, stormwater permits, and any conditions from the 2023 consent order. Public safety and environmental monitoring will be critical.

• Construction Phasing and Schedule: Phased work to maintain sewer service, manage wet weather flows, scheduling construction activities outside of local school sessions, and align with overall centralization timeline including related projects like the AWRF Solids

Handling Facility Project and the Effluent/Wastewater Pipelines and State Route 89 Road

Improvements Project.

• Geotechnical and Site Conditions: Variable soils including the potential for rock excavation, groundwater, urban utilities, and highway work constraints in Prescott’s terrain.

• Minimize Community Impact: Exceptional traffic control management, phased construction, proactive communication, and restoration that improves roadways, sidewalks, and public spaces.

• Innovative Methods: Use of trenchless technologies where feasible, critical sequencing to minimize utility shutdowns, advanced erosion control, or sustainable practices to reduce disruption and environmental footprint.

• Safety and Quality: Zero-incident safety performance with an emphasis on trench safety, high-quality materials/installation for long-term durability, and value engineering that maintains or enhances system performance within budget.

• Schedule and Budget Adherence: Reliable delivery that accelerates centralization benefits without compromising quality.

• Collaboration and Expertise: Demonstrated experience with similar urban sewer/force main projects, lift stations, multi-agency coordination, and Arizona-specific regulations.

Strong partnership approach with City staff, residents, and other contractors.

The project offers vendors an opportunity to deliver high-impact infrastructure that protects

Prescott’s environment, supports growth, and exemplifies excellence in public works. The City values experienced, solutions-oriented teams committed to quality and community stewardship.

Request must be in the form of a proposal, as outlined in this document. The City assumes no liability for the cost of preparing a response to this Request.

Any deviations from the provisions of this Request which are desired by the Offeror shall be specifically noted in the proposal submitted.

9.1. PROPOSAL*

The Undersigned hereby declares that he has visited the site and has carefully examined the

Contract Documents relating to the work covered by the bid.

The Proposal Guarantee (Certified Check, Cashier's Check, or Electronic Bid Bond) attached, payable to the City of Prescott in the sum of not less than ten percent (10%) of the total bid price submitted for the complete project, to ensure that the Undersigned, if his/her bid is accepted, shall enter into contract and give the bonds and certificates of insurance required.

If the bidder uses a Certified Check or Cashiers Check for the Proposal Guarantee, said check/s shall be physically delivered to the Finance Department prior to the closing date and time of the bid. The Finance Department is located at 201 N. Montezuma Street, Second Floor, Suite 224, Prescott, Arizona 86301. Failure to deliver said Cashier or Certified Check/s in a timely manner may subject the bid to disqualification. In the event that the contract and bonds and certificates of insurance required are not furnished to the City within the time required, then and in that event the

City may retain from the proposal guarantee an amount, not to exceed the amount of the proposal guarantee, representing the difference between the amount specified in the proposal or bid, and such larger amount that the City in good faith contracts with another party to perform the work covered by the proposal or bid.

The project shall be completed within seven hundred twenty (720) calendar days after the starting date set forth in the NOTICE TO PROCEED.

The Undersigned hereby declares, as bidder, that the only persons or parties interested in this

PROPOSAL as principals are those named herein; that no elected official or employee of the City is in any manner interested directly or indirectly in this PROPOSAL or in the profits to be derived from the contract proposed to be taken, other than as permitted by law; that this bid is made without any connection with any other person or persons making a separate bid for the same purpose; that the bid is in all respects fair and without collusion or fraud; that he has read the NOTICE

INVITING BIDS, CONTRACT DOCUMENTS AND PROJECT SPECIFICATIONS, and agrees to furnish the items and perform the work called for in accordance with the provisions of said form of Contract and the Specifications and to deliver the same within the time stipulated herein, and that he will accept in full payment therefore the total bid price named in this Proposal.

The bidder shall be an A-General Engineering contractor properly licensed in the State of Arizona at the time of bidding to perform construction in connection with fixed works, including streets, roads, power and utilities plants, dams, hydroelectric plants, sewage and waste disposal plants, bridges, tunnels, and overpasses and shall also be licensed to perform work within residential and commercial property lines, or shall be properly licensed to sub-contract residential or commercial work, as may be required in the Scope of Work.

Any bid submitted without the proper contracting license to perform the required work shall be considered non-responsive and rejected.

The bidder further agrees that, upon receipt of written notice of the acceptance of this PROPOSAL, he will execute the Contract in accordance with the PROPOSAL as accepted and furnish the required bonds TEN (10) days from the date of mailing of said Notice of Award to him at his address as given, or within such additional time as may be allowed by the City; and that upon his failure or refusal to do so within said time, then the certified or cashier's check or bid bond accompanying this bid shall be cashed or enforced and the money payable pursuant thereto shall be forfeited to and become the property of the City as liquidated damages for such failure or refusal; provided that if said bidder shall execute the Contract and furnish the required bonds within the aforesaid time, his certified or cashier's check, if furnished, shall be returned to him within three (3) days thereafter, and the bid bond, if furnished, shall become void.

Bidder understands and agrees that the City reserves the right to reject any or all bids and to waive any informality in the bidding.
