Instructions

Instructions
A program or project will have a goalGOALThe higher-order objective to which a project or program is intended to contribute. A goal should be lofty in nature and not resource-dependent. Many projects can contribute to the same goal.
Your program/project will have one or more specific objectivesOBJECTIVEA statement of the condition or state one expects to achieve. Objectives should be concrete, time-bound, and measureable and viewed as targets within the general goal.
For each objective, there will be activities, outputs, and outcomes
This is how activities, outputs, and outcomes relate to objectives:
ACTIVITYWHAT WE DO. An action or process undertaken over a specific period of time by an organization. Activities convert inputs (resources) to products or services, in order to achieve outputs and outcomes.
OUTPUTWHAT WE GET. A tangible, immediate, and intended product or result of an activity that is within an organization’s control. Program deliverables are generally considered outputs. Examples include: number of journalist trained, number of media articles written, number of manuals distributed.
OUTCOMEWHAT WE ACHIEVE. Specific changes in events, occurrences, or conditions, such as attitudes, behaviors, knowledge, skills, or status. Outcomes are caused by a project (i.e. attributable to outputs or program activities), and are often expressed at an individual level among program participants.
Throughout a project, grantees track key milestones. A subset of all milestones that may exist in a project workplan, these are the most critical project activities, outputs, and outcomes that are included in the grant agreement. Grantees regularly report on their progress toward achieving the key milestones
Completing the Results Framework
This Excel spreadsheet has three main worksheets or tabs: Instructions, Results Table, and Key Milestones
Tab 2: Results Table
Please enter the goal of your program/project, and then in the next block select the U.S. Mission strategy that it primarily relates to, using the drop-down menu.
Next, enter the objective(s), and the intended activities, outputs, and outcomes for each objective. If necessary, add additional rows and copy the formatting.
Within any one objective, there is not necessarily a one-to-one relationship between activities, outputs, and outcomes. For example, there may be two objectives: Objective Number One may have three activities, four outputs, and one outcome; and Objective Number Two may have two activities, three outputs, and no outcomes–or another combination.
Designate which of the activities, outputs, and outcomes are key milestones by checking the box at the right of each column. You then copy and paste these key milestones into the Key Milestones table in Tab 3.
Tab 3: Key Milestones
This tab captures the key milestones identified in the Results Table and pairs them with targets that indicate progress over time.
Copy and paste the identified key milestones from Tab 2 into this table.
If baseline data are available, use the optional column to enter this information to help put targets in context.BASELINEInformation collected before or at the start of a project or program.
Next, designate targets for each key milestone.TARGETTargets are specific values or projections for the intended results, to be achieved within particular timeframes. Targets can be either quantitative (e.g., 1,000 units) or qualitative (e.g., "completed by an agreed upon date").
The milestones and targets that you include in this section will be incorporated into the grant agreement and included in progress reporting.
The number of key milestones or periods can be expanded or contracted as necessary by adding additional columns (for additional periods) or rows (for additional key milestones) as appropriate for the specific grant.
Depending on the proposed grant, periods could be defined as months, quarters, or years--or in some other way.

In order to meet this objective, we will carry out these activities The activities for this objective are expected to produce these outputs We expect the activities and outputs associated with this objective to contribute to these outcomes

Results Table
See the Instructions tab for details on how to complete this table.
Goal:
U.S. Mission Strategy:

The number of objectives can be expanded or contracted as necessary, and although there should be a logical flow under each objective, there is not necessarily a one-to-one relationship among activities, outputs, and outcomes. Add or subtract activities, outputs, or outcomes as needed.

If a specific activity, output, or outcome is a key milestone, be sure to check the box and copy the text of that result into the Key Milestones tab.
