About this file

This document is a Statement of Need for the National Institutes of Health (NIH) Center for Information Technology (CIT) to procure a follow-on annual license for Sudaan software. Sudaan is proprietary software sold exclusively by Research Triangle Institute (RTI) and is used by HHS researchers to analyze complex survey data, randomized experiments, and epidemiological studies. The current licenses will expire on 4/30/2024, and the CIT intends to acquire 54 Sudaan Release 11.0.4 licenses for individual PCs (32-bit) and 187 licenses for individual PCs (x64), both in SAS-callable format. This will be a sole source acquisition issued under FAR Part 13, Simplified Acquisition Procedures, with RTI as the only source. The solicitation number is 75N97024Q00028.

STATEMENT OF NEED

DEPARTMENT OF HEALTH AND HUMAN SERVICES (HHS)

NATIONAL INSTITUTES OF HEALTH (NIH)

CENTER FOR INFORMATION TECHNOLOGY (CIT)

Sudaan Software Annual License Follow-On

The Center for Information Technology (CIT) (1) provides leadership for the determination of

NIH computational and telecommunications needs at all levels and oversees the development of appropriate infrastructure support to meet identified needs; (2) develops, operates, and maintains a state-of-the-art regional computer facility and provides overall guidance based on legislation and policy that is responsive to the NIH mission; (3) develops and provides NIH information technology (IT) policy to implement legislative mandates, such as those under the Clinger-Cohen

Act; presidential and other administration initiatives and policies; (4) provides leadership and focus within NIH for the development and implementation of policy and standards in the area of

IT by identifying, documenting, and communicating IT issues, problems, and solutions to the

NIH community in a comprehensive and meaningful way; (5) establishes and operates the necessary organization and infrastructure to assure appropriate security, connectivity, and inter-operability across the NIH Institutes and Centers (ICs), off-campus locations, and remote access; (6) collaborates on, and provides for, research activities in the computational biosciences and statistics; (7) develops, administers, and manages NIH systems, and provides consulting services to the ICs, in support of administrative and business applications; and (8) serves as a

Federal Data Processing Center that provides administrative, biomedical, and statistical computing; data processing; and high performance computing facilities and integrated telecommunications data networks that serve the U.S. Department of Health and Human Services

Operation Divisions (OPDIVs).

This acquisition is to purchase Sudaan software licenses to support the HHS mission for basic research. HHS researchers use Sudaan to analyze clustered data, complex sample surveys, randomized experiments, and epidemiological studies. Sudaan provides three modeling procedures including linear models, multinomial-logistic models, and regression models for time-to-event data. Each of these procedures offers three variance estimation models, which is a capability only available with Sudaan. The variance estimate models are the Taylor series linearization which makes generalized estimating equations for regression models; Jackknife with or without user-specified replicate weights; and Balance Repeated Replication. Together, these procedures and techniques provide a powerful variety of analytical tools not available in any other commercially available software product. Additionally, Sudaan’s availability for a wide variety of computing platforms including PCs under Windows, PCs under Linux, and Sun workstations under Solaris is a critical feature.

Sudaan Software is proprietary software sold only by Research Triangle Institute (RTI). RTI has no resellers or distributors of this software.

The current requirement will expire 4/30/2024. A follow-on of Sudaan, without a lapse service will ensure HHS maintain the high level of availability and functionality of its software licenses.
