About this file

The document is a Submittal Requirements file issued by Volusia County, Department of Community Services, Division of Community Assistance, seeking proposals for a Local Government Area of Opportunity (LGAO) loan to support affordable multi-family rental housing development. The county is soliciting proposals for a construction or rehabilitation project located within Volusia County (excluding Daytona Beach and Deltona city limits), with $460,000 in State Housing Initiatives Partnership (SHIP) Program funds available. The project must be approved for Housing Credits financing by the Florida Housing Finance Corporation (FHFC) through Request For Applications (RFA) 2025-201, and must provide ten SHIP-assisted units serving very low-income households at 50% or less of Area Median Income.

The loan will be structured as a 50-year deferred, forgivable loan with 0% interest, contingent upon FHFC project approval. Specific requirements include rents not exceeding SHIP or Low-Income Housing Tax Credit rates, and a 50-year occupancy restriction for very low-income residents. Applicants must submit comprehensive documentation including firm profiles, project descriptions, schematic site plans, project budgets, and detailed information about the proposed development's location, target population, unit configurations, and amenities. The county will require information on the applicant's experience, legal entity status, ownership interests, and project management capabilities. Conditional awards will be void if no Volusia County projects are selected through RFA 2025-201, with funds to be reallocated to other affordable housing activities.
