This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. This procurement is Total Small Business set aside under NAICS code 425120 size standard of 250 employees. A quoters’ submission of a quote does not constitute a contract or authorizes work to begin. This document is not legally binding and does not commit the US Government in any way.
This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-06 and Defense Federal Acquisition Regulations Supplement Publication Notice (DPN) 20251001.
In accordance with FAR 12.001(a), Acquisitions of commercial products or commercial services are subject to other parts of the FAR. FAR 12 takes precedence when there is an inconsistency.
52.212-2 Evaluation-Commercial Products and Commercial Services (Nov 2021)
(a) Basis for Award: The Government intends to award a single contract to the responsible quoter whose quote, conforming to the solicitation, represents the best value to the Government. The following factors will be used to evaluate quotes:
Factor 1: Technical Approach Factor 2: Total Evaluated Price The Technical Approach factor is significantly more important than the Total Evaluated Price factor.
(b) Evaluation Process and Factors:
Factor 1 - Technical Approach: The Government will qualitatively evaluate the quoter's technical narrative to assess its merit and the degree to which it demonstrates a thorough understanding of the PWS requirements.
Factor 2 - Total Evaluated Price (TEP): The TEP will be calculated for evaluation purposes only and will be the sum of the following two components:
Component 1 (Services): The total price for the base and all option periods for the FFP CLINs (0001,1001, and 2001).
Component 2 (Parts): The total price for the Sample Market Basket of parts identified in Attachment [Sample Market Basket]. Offerors shall provide a unit price for each item in the market basket, which must be the same price available on their publicly accessible webpage/catalog on the date of quote submission.
The Government will validate the pricing for the Sample Market Basket against the offeror's public pricing. The Government will also analyze quotes for unbalanced pricing. Quotes found to be unbalanced may be rejected as unacceptable.
(End of Provision)
***ONLY OPEN MARKET PRICING WILL BE CONSIDERED***
Addendum to 52.212-1 Instructions to Offerors.
The Government reserves the right to make an award solely on initial quotes received. Quoters must submit their response to this RFQ via email to lucas.a.beltran.mil@usmc.mil no later than April 15th, 2026.
Questions will be accepted via email up to April 10th, 2026. No phone questions will be accepted. The deadline is necessary to ensure timely award and the Government may, in its sole discretion, choose not to respond to questions received after the deadline. Questions will be reviewed and addressed via an amendment to the solicitation and/or posting of the Questions and Answer(s) (Q&A) document.

In addition to the administrative instructions above, quotes shall include sufficient information to allow the Government to evaluate the vendor’s capability to perform the requirements of this solicitation. The quote shall include: (1) a technical submission describing the vendor’s approach to meeting the requirements of the Performance Work Statement (PWS) and demonstrating the vendor’s understanding and ability to perform the work; and (2) a price submission consisting of a completed pricing schedule for all contract line items (CLINs). The Government will use the information provided in these submissions to evaluate quotes in accordance with the evaluation criteria identified in FAR 52.212-2.
