This is a project specification document for the West Chester University Sturzebecker Health Science Center Renovations, a standard low-bid construction project managed by the Pennsylvania Department of General Services Capital Programs. The project encompasses four separate trade contracts: General Construction, HVAC, Plumbing, and Electrical work. A pre-bid conference is scheduled for Thursday, August 27, 2026, at 1:00 P.M. at the Sturzebecker Health Science Center Building, Room 331, located at 855 South New Street, West Chester, Pennsylvania. Bids are due Friday, October 2, 2026, at 11:00 A.M. Contractors are required to park in Lot O on campus during the project. The estimated construction cost ranges are $23,000,000–$24,000,000 for General Construction, $12,000,000–$13,000,000 for HVAC, $6,000,000–$7,000,000 for Plumbing, and $12,000,000–$13,000,000 for Electrical work.
Liquidated damages are assessed at $7,000 per day for General Construction, $5,000 per day for HVAC, $3,000 per day for Plumbing, and $5,000 per day for Electrical work. No bid guaranty is required for this project. The Department of General Services and the Bureau of Diversity, Inclusion and Small Business Opportunities have established Small Diverse Business (SDB) and Veteran Business Enterprise (VBE) participation goals of 16% SDB and 3% VBE for all base bids under General Construction. Bidders must either meet these participation goals in full or demonstrate good faith efforts to do so. Procurements valued below the $600,000 threshold are exempt from SDB and VBE goal requirements, and no points will be allocated toward SDB or small business participation for this procurement.
