Structural Evaluation Report Summary

This is a structural engineering evaluation report prepared by Martin Engineering, Inc. (MEI) for TCI Construction Co. regarding fire damage assessment at the Alaska Army National Guard Readiness Center (Fairbanks Armory) located at 202 Wien Street, Fairbanks, Alaska. The report documents the structural integrity of exterior concrete walls damaged by a fire and explosion originating in the building's boiler room on January 23, 2026. The evaluation covered two primary concrete wall sections designated as Wall 'A' and Wall 'B,' which are part of the original 1961 structure (ORG) and were constructed of concrete tilt-up wall panels. MEI conducted five site visits employing multiple diagnostic methods including steel hammer impact testing, Schmidt Hammer rebound testing, and core drilling to assess damage extent and concrete integrity. The fire damage to Wall 'A' affected approximately 3 percent of its total wall area at heights between 10 and 12 feet above grade, while Wall 'B' sustained damage between 4 and 12 feet above grade. Core drilling and test patch removal revealed maximum fire damage penetration of approximately 2 inches into the 5-inch thick original wall panels, with no structural reinforcement encountered in the damaged areas.

MEI's conclusions determined that neither Wall 'A' nor Wall 'B' requires structural repair or reinforcement from a structural perspective, as the damage does not affect the overall structural integrity or load-carrying capacity of the original structure. The report recommends interior wall finish repairs to Wall 'A' utilizing rock wool insulation and cementous coated gypsum wall board, with mandatory asbestos testing before removal of existing plaster. For Wall 'B,' MEI recommends filling the 2-foot by 2-foot test patch with Terrafuse TF Structural Repair Concrete Mortar or an approved equivalent when ambient temperatures exceed 50 degrees Fahrenheit. The damaged exterior face of Wall 'B' may remain in place as currently existing. MEI further recommends that any future replacement roof structure for the adjacent 1989 wood-framed addition be supported by wood-framed walls on a thickened edge slab rather than directly on the existing concrete columns to avoid imposing additional loads on the fire-damaged areas.

TCI - AkANG Armory Walls - Structural Evaluation Report - 24 March 2026 Page 1 of 5

Re: Alaska Army National Guard Readiness Center –

Structural Evaluation of Fire Damaged Concrete Walls

202 Wien Street

Fairbanks, Alaska 99701

General:

Martin Engineering, Inc. (MEI) was contacted by you, Chris Bunch of TCI Construction Co. (TCI) concerning the structural integrity of exterior concrete walls that had been damaged by a fire originating in the building’s boiler room on 23 January 2026. It is MEI’s understanding that a natural gas line had been broken in the boiler room and was the cause of an explosion and fire in the boiler room. The local fire department was on site when the explosion occurred, and the fire was extinguished in a short period of time.

The original building was constructed around 1961 and consists of a concrete foundation, concrete tilt-up wall panels and concrete support columns to form the exterior walls. The roof of the original

1961 structure is a steel framed roof supported on the concrete columns. For the remainder of this report the original structure will be referred to as ORG.

A wood framed addition was added to the West exterior wall of the ORG around 1989 per City of

Fairbanks Building Department records. For the remainder of the report the 1989 wood framed addition will be referred to as ADD.

The ADD is constructed of a concrete foundation, wood framed walls and Glu-Laminated Beams

(GLB) that are supported on the west wall concrete columns of the ORG. The GLB supports the roof of the ADD.

Located in the north end of the ADD is the boiler room. The explosion and resulting fire caused the

GLB in that room and an adjacent room to burn with enough intensity to damage the exterior face of two sections of concrete wall on the west face of the ORG. These walls will be referred to as Wall

‘A’ and Wall ‘B’. Please see the attached annotated plan view of the ORG and ADD that reference the walls and shows the areas affected by the explosion/fire.
