About this file
This document outlines the Salient Characteristics for a Structural Burn Trainer to be constructed at Goodfellow AFB. The trainer must comply with relevant NFPA codes and include specific requirements such as burn rooms with thermal lining, temperature monitoring systems, combustible gas detection, and a wet pipe sprinkler system. It also details the interior safety measures, including gas/heat sensors, ventilation, and emergency shut-off controls. A related federal contract opportunity is identified, which involves the fabrication of this modular structural burn fire trainer at the Louis F. Garland Fire Academy. The contract is a Firm Fixed-Price award to a responsible small business offeror whose proposal meets the solicitation requirements. The Period of Performance is 225 days after contract award, with a projected solicitation posting on or after 29 Oct 2024. The contracting office is the 17th Contracting Squadron at Goodfellow AFB.

Trainer must comply with all applicable NFPA Codes:
· NFPA 30 Flammable and Combustible Liquids Code
· NFPA 54 – National Fuel Gas Code
· NFPA 58 – LP Gas Storage and Use
· NFPA 70 – National Electrical Codes
· NFPA 1403 – Standard on Live Fire Training Evolutions
· NFPA 1402 – Guide to Building Fire Service Training Centers
Training Fires Fuel Type Burn rooms w/thermal lining X 3 – Liquid propane Rooms shall include:
· All burn rooms must contain a Temperature Monitoring System and Combustible Gas Detection System. Data needs to be displayed on a device/panel in the control room or other NFPA approved location.
· Independent controls
· Option for variable main fire setting (high to low) as well as flashover activation
· Equipped w/gas detectors, heat detectors
· Couch trainer
· Bed trainer
Burn rooms w/thermal lining x 2 – Class A Rooms shall include:
· NFPA compliant burn pans
· Bed trainer
Wet pipe sprinkler system System shall include:
· Connected to existing water line on site
· Fire Department connection (FDC)
· Water gong
· Outside Screw and Yoke (OS&Y) valve on the outside of the structure connected to the wet pipe sprinkler riser inside
· 2-inch pipe, with shut-off valve, off the main line approximately 6.5’ off the floor. This pipe will run south 6’ where a 90-degree fitting will be installed turning the piping east for 12’.
· Four (4) sprinkler heads attached at 3’ intervals alternating top and bottom of the piping. System will have the ability to drain during cold weather.
NFPA Compliant Wet Standpipe System System shall include:
· Connected to existing water line on site
· Fire Department Connection (FDC)
· Extending from 1st floor up interior stairwell to the 3rd floor – must be one continuous standpipe
Safety Systems Interior Safety measures for rooms shall include:
· All gas sensors, heat sensors, and ventilation components will be interchangeable with other fire training systems in-use at the Fire Academy.
· Wired dead-man device, Safety Pendant with controls for both high low fires and flashover
· Gas detection sensors throughout
· Heat sensors in burn rooms
· Emergency shutoff push buttons in every room
· Ventilation/extraction system capable of one air change per minute/continuous duty @ 500 degrees F. Operate at purge flow when turned on and during emergency shutdowns, during this time only the propane detection system will be operational. Fan failure will initiate emergency shutdown.
· Centralized Computer control system
Fire Safety System measures shall include:
· All interlocked burner management cards, all valves and detectors will be interchangeable with other fire training systems used at the Fire Academy
· Fail safe supply valve to close automatically in the event of electrical failure
· Interlocked pilot light system monitoring designed to detect and monitor pilot flame
· Fire safety shutoff valve dedicated at each fire, monitored by the interlocked system
· Gas pressure monitor at the propane inlet, monitored by the interlocked system
· Propane detection will be a dual drawn sample detection system. Monitored by the interlocked system
