About this file
This is a Justification Review Document for an exception to fair opportunity requirements under FAR Part 16 for a sole-source procurement. The Department of the Army seeks to award a firm-fixed-price (FFP) contract to Strider Technologies for a one-year Supply Chain Intelligence Subscription (product number: Strider - SUPPLY-CHAIN-INTEL-001) with a performance period from March 9, 2026 through March 8, 2027 using FY 2022 Research, Development, Test, and Evaluation (RDT&E) funding. The contracting activity is the Army Contracting Command-Aberdeen Proving Grounds (ATTN: Digital Capabilities Center of Excellence), with the requiring activity being the Assistant Secretary of the Army (Acquisition, Logistics and Technology).
Strider is a commercial intelligence platform that provides Foreign Ownership, Control, or Influence (FOCI) risk intelligence to support the Department of Defense's acquisition, innovation, and technology protection programs. Core capabilities include risk identification for employees and key individuals at businesses to detect foreign connections posing security risks, targeted intelligence to support Army Counterintelligence operations, and due diligence vetting for approximately 450 companies involved in critical programs. The justification asserts that Strider Technologies is the sole source uniquely positioned to address state-sponsored strategic competition threats, with no alternatives capable of providing equivalent capabilities at the required quality level. Market research identified the product available through Strider's GSA Contract Number 47QRAA24D008R and multiple other contract vehicles. The contracting officer determined the anticipated price to be fair and reasonable and certified that the supporting data are accurate and complete.

c. Impact if Not Approved:
In an environment where intellectual property, supply chain integrity, and key talent are strategic assets in a globally contested environment, Strider provides the specialized strategic intelligence necessary to not only protect those assets but to maintain a decisive competitive advantage. Failing to approve Strider would leave the organization with a significant and unaddressed intelligence gap, exposing it to the paramount challenge of state-sponsored strategic competition. While alternative tools like manage compliance and financial risk, they are not designed to counter the specific threat of economic espionage from nation-state actors.
Without Strider, the organization would lack a capability to defend against modern, sophisticated threats that fall outside the scope of traditional compliance tools.
Unaddressed threat vectors and risk would include that of intellectual property theft, targeted talent acquisition, hidden supply chain vulnerabilities, and open-source software contributor risk where Strider identifies software contributors with affiliations to adversarial nations.
The failure to cover these specific threat vectors would lead to broader, more damaging strategic consequences. The organization would be stuck in a reactive compliance posture. Lacking the foresight to anticipate and counter threats, it would be limited to identifying risks only after they have manifested. Strider provides a holistic view needed to connect disparate risk to coordinated state-sponsored
